Position Description
Accounting Assistant - HADCO
Under the direct supervision of the Finance Director and to coordinate with the Executive Director, the incumbent is responsible for providing accounting duties for the Housing Authority of Douglas County, Oregon (HADCO). This position is a full-time position of 40 hours a week.
JOB SUMMARY: Provides accounting specific support for the Section 8 and Low Rent Public Housing Programs.
Essential Functions: The following represent the major essential and secondary duties of the position; however, they are not intended to be all-inclusive. HADCO/DMPM reserves the right to change, reassign, or combine job duties at any time.
1. This position provides support for the Accounting Department.
2. Responsible for the Accounts Payable System. Basic knowledge of the general ledger chart of accounts with thorough knowledge in areas of job duties and responsibility. Maintains all invoices and cash requirement reporting and file information. Responsible for all Accounts Payable check processes and vendor file maintenance. Responsible for vendor 1099 processing and printing. Responsible for paying bills on a weekly schedule; this includes maintaining all Accounts Payable check processing file information and payment reporting, to assure timely payment to vendors.
3. Monitors all cash transactions, which includes electronic transfers, rent collection records and cash bank journals.
4. Maintains Accounts Receivable records and repayment agreements.
5. Processes all inter-program transfers and maintains all file information.
6. Monitors Section 8 HAP payments and prepare Section 8 checks weekly upon receipt of Section 8 invoices. Assist in the preparation of 1099’s and balances to the HAP register.
7. Reconcile General Ledger Accounts.
8. Reconcile Inter-programs Due To/Due From.
9. Records and maintains inventory records.
10. Take bank deposits and mail to the Post Office.
Physical Requirements: The position requires the ability to sit for periods of up to five hours, stand for periods of up to four hours, work on a computer for periods of up to five hours, read for periods of up to five hours, and hear for periods of up to 4 hours. Light lifting (20 lbs.) may be required.
Supervision Received: The incumbent receives direct supervision from the Finance Director.
Supervision Exercised: This individual has no direct supervisory responsibility.
Administrative Responsibilities: The incumbent demonstrates efficient office procedures and skills.
Other Information: Travel may be required.
Knowledge of: Considerable knowledge of accounting principles, practices, and techniques, CFP funding; considerable knowledge of automated accounting systems; reasonable knowledge of modern office practices and procedures.
Skill in: Use of modern office equipment that includes automated equipment and systems.
Ability to: Communicate effectively in both oral and written forms; provide training to employees relating to accounting systems and procedures; prepare detailed fiscal, financial and statistical records and reports; work independently or within team unit; efficiently organize time to meet deadlines; use judgment and maintain confidentiality in dealing with employees and the public; courteously meet and deal effectively with employees, outside agencies and the public. Incumbent must have ability to effectively utilize various computer software programs including Excel and Microsoft Word.
QUALIFICATIONS
Minimum Qualifications:
The individual must possess the following knowledge, skills and abilities.
Associate degree in accounting and two years of related work experience OR five years accounting related experience OR a satisfactory equivalent combination of experience and training.
Secondary Qualifications:
Although not required, the following qualifications will enhance an individual's chance for success in the job.
1. Actual PHA experience.
2. Valid Oregon State Motor Vehicle Operator’s License and proof of a clear driving record from the Oregon Motor Vehicles Division. Must be able to pass insurance requirements for operating company vehicles.
3. Able to read and comprehend Federal Regulations and appropriate laws.

Pay: $16.00 - $22.00 per hour
