As an effective team builder, the Advanced Program Performance Management Specialist provides contract/program cost and/or schedule management and analysis related to established or new development programs for major component or small system, or production or logistics programs. We’ll expect you to work with single or multiple contracts typically valued up to $20M per year, by developing the program cost and/or schedule baseline within the contract parameters in conjunction with the program team and analyzing program performance (historical and predictive), and monitoring the contract/program Estimate at Complete and schedule completion date, and make recommendations to program manager and program leads.

In this position you will be joining the Space Ground business segment. This business segment provides innovative ground systems and engineering services for the nation’s defense, intelligence, safety and science missions. We design, build, evolve and sustain ground-based communications and mission-management systems that enable communications and control of satellite networks, spacecraft and more.

Representative duties and tasks:
  • This position is responsible for providing contract/program cost and/or schedule management and analysis related to established or new development programs for major component or small system, or production or logistics programs
  • Single or multiple contracts typically valued up to $20M per year
  • The analyst will develop the program cost and/or schedule baseline within the contract parameters in conjunction with the program team
  • The analyst will analyze program performance (historical and predictive), and monitor the contract/program Estimate at Complete and schedule completion date, and make recommendations to program manager and program leads
  • Develops the time-phased budget in conjunction with program team to meet all contract and program objectives
  • Collects and updates full program performance data, prepares and analyzes historical and predictive measures, and reviews results and recommendations with program manager and program leads
  • Integrates subcontractor cost and/or schedule data and/or material data into program data
  • Ensures program schedules are horizontally and vertically integrated and resolves network logic conflicts
  • Applies advanced schedule techniques and analysis (health and quality checks, resource loading, risk analysis)
  • Analyzes critical path and driving paths to identify and manage schedule risk
  • Prepares timely, accurate customer required documents and reviews with program manager and department manager
  • Coordinates contract/program Estimate At Complete (EAC), risk and opportunity, and Management Reserve data with Finance organization as input into business financial commitments
  • Updates program time-phased budget and/or schedule and associated documents to ensure latest contract modifications and related requirements are incorporated
  • Applies key areas of the Program Management Body of Knowledge (PMBOK) to develop executable processes for supported programs and lead program teams in their implementation
  • Defines requirements to solve common business problems
  • Interfaces with multiple IPT leads and PMs primarily at a single location
  • Fosters an environment of trust and teamwork: builds collaborative relationships, internally and externally
  • Communicates professionally and effectively with employees and customers
  • Supports other programs with expertise during critical time frames
  • Works on multiple projects simultaneously in a fast-paced environment

  • May support proposal activity

What you bring to the table:

  • A Bachelor’s degree or equivalent plus a minimum of 5 years relevant experience; or Master's degree plus a minimum of 3 years relevant experience
  • Domain knowledge in program and/or product life cycle and financial processes
  • Earned Value Management (EVM), Program Performance Management (PPM) and scheduling tool experience required
  • Proficient organizational, analysis, and time management skills, attention to detail and accuracy, and ability to multi-task high priorities
  • Experience with proposal activities (WBS Development, IMP/IMS development) is a plus
  • Proficient ability to demonstrate professional written and oral communications
  • Proficient interpersonal skills and a professional demeanor in interacting with a wide variety of people
  • Interfaces with multiple IPT leads and PMs primarily at a single location
  • Effectively and efficiently works within time constraints and adjusts to changing circumstances
  • Acts as a change agent, challenges the status quo
  • Proficiency with Microsoft Office, to include Excel, PowerPoint, Word
  • Experience in coordination of program requirements across planning stages with multiple subcontractors
  • Domain knowledge in program and/or product life cycle and financial processes
  • Contact with internal Program Management, Finance, Contracts, Engineering, Supply Chain Management, and Manufacturing
  • Contact with external customers and vendors
  • The analyst is an individual contributor working with minimal oversight
