The Department of Community and Human Services (DCHS) is seeking skilled, knowledgeable, and highly motivated team players to serve as Business and Finance Officer III's (BFO III) for two Term-Limited Temporary or Special Duty Assignment (TLT/SDA) positions within the department’s Finance and Contracts Services section.
The Accounts Payable (AP) Unit Lead (BFO III) position presents a unique opportunity to an individual seeking to utilize and expand their leadership skills by leading the division’s Behavioral Health AP unit. This team consists of four BFO I's and is responsible for ensuring timely and accurate payments to all of King County’s contracted behavioral health service providers. The BFO III will lead the day-to-day accounts payable operations by effectively managing AP staff and developing and defining appropriate procedures and policies as necessary.
The Revenue Analyst (BFO III) leads the management of revenue received by the Behavioral Health and Recovery Division (BHRD), this includes processing federal, state, and local contracts as well as tracking and reporting on revenue data and information. This position works closely with other units within both the Behavioral Health finance team and programs.
This recruitment is to fill two Term-Limited Temporary positions that are anticipated to end May 2025. If filled by a King County employee who has passed their initial probation, the TLT will be as a Special Duty Assignment.
SCOPE OF JOB DUTIES – To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill, and ability to:
- Perform as division lead or support for SEFA/SSFA and SAO audit response and reconciliation efforts.
- Assist in the development and implementation of financial and other technical criteria for revenue and expenditure contracts.
- Oversee accounting and financial reporting systems in area of responsibility including review of transactions.
- Support fiscal year-end close processes as needed, including expenditure accruals.
- Effectively communicate in written, verbal and presentation forms.
- Oversee monthly financial reporting to management, program staff and other partners.
- Coordinate, interpret and implement federal, state, county and local laws, policies, and procedures.
- Evaluate fiscal processes for efficiency and work with fiscal and program staff to implement changes as needed for continuous improvement.
- Assist with department-wide financial management.
- Supervise Accounts Payable unit staff, including ensuring adequate training and performance appraisal.
- Develop and define Accounts Payable procedures and policies.
- Ensure approved contracts are setup and maintained in the appropriate financial systems.
- Review and approve accounts payable transactions, including invoice payments and journal entry adjustments.
- Working with the Accounting Manager, develop and manage the Behavioral Health Fiscal Team POETA Universe accounting structure.
- Collaborate closely with other functional units of the Behavioral Health Fiscal Team.
- Partner with the Behavioral Health Provider Relations team to ensure clear and effective invoice coordination, processing, and review.
- Coordinate tracking and processing of all behavioral health revenue and revenue contract.
- Submit revenue billings to other agencies, including A-19 processing and interfund transfers.
- Fiscal lead for all federal grant applications and revenue receipts.
- Division lead or support for SEFA/SSFA and SAO audit response and reconciliation efforts.
- Assist in the development and implementation of financial and other technical criteria for revenue and expenditure contracts.
- Oversee accounting and financial reporting systems in area of responsibility including review of transactions.
- Manage cash management and receivables processes.
- Develop and manage behavioral health revenue budget and budget tools.
- Ensure POETA accounting structure is up to date and accurate.
- Review FAIN tables for completeness and accuracy.
- Review expenditures for compliance with grant, contracts, memorandum of agreement, and internal policy and make adjusting entries as needed.
- Support fiscal year-end close processes as needed, including revenue accruals.
WE ARE LOOKING FOR CANDIDATES WHO:
Have four years of progressive responsibility in finance, audit, project management or any equivalent combination that provides the knowledge, skills, and abilities necessary to perform the job.- Knowledge of financial statement analysis and/or compliance audits.
- Demonstrated skill in effectively presenting and communicating complex financial and performance information to a wide range of audiences, including non-technical audiences.
- Are able work collaboratively with program managers to secure integrated work products.
- Demonstrated proficiency with MS Office Suite.
- Bachelor’s degree in business, economics, public administration or accounting AND four years of progressive responsibility in finance, audit, project management.
- Knowledge of public sector budgeting and government fund accounting, including Federal and State grant accounting and reporting. Knowledge of GAAS auditing standards and GAAP accounting principles.
- Knowledge of Oracle/EBS and Oracle budgeting and Tableau reporting systems.
- Have management and supervisory experience, including hiring, supervision, staff development and performance management.
- This position has been designated Non-Mission Critical. - The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
- This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
