JOB SUMMARY/ESSENTIAL JOB FUNCTIONS: Under the direction of the RBL & VCR Finance and Admin Directors, this position will manage the financial, administrative, and personnel functions of the RBL, specifically with financial planning, budget coordination and monitoring, procurement, billing systems, data management, grants and contracts administration and human resources transactions and relations functions.


DUTIES AND RESPONSIBILITIES:

  • Develops budgets and monitors funds for state, federal and private sponsored projects.
  • Manages monthly expenditure and revenue transactions, including providing financial analysis and reporting for the Directors.
  • Processes monthly billing of service charges related to the RBL.
  • Monitors and approves expenditures and maintain proper records to ensure accuracy and compliance with fiscal policy, including monthly reconciliation of ledgers, purchase card and travel card statements.
  • Guides and facilitates faculty and staff in the development and preparation of research proposals, contracts, sub-contracts, and agreements, to include budgets, documentation, and interpretation of funding requirements.
  • Coordinates receipt of awards and contract documentation; maintains proposal and funding records in database systems, and prepares scheduled and special reports, studies and analyses.
  • Maintains day-to-day responsibility for coordination and execution of pre-award and post-award processes associated with the increasingly complex externally-funded project portfolios.
  • Performs research of potential client to ensure research needs meet the available services of the iSHPS.
  • Compiles external and commercial user database and coordinate marketing and communication efforts to support the operations.
  • Orchestrates research interactions with the RBL; VC for Research and other departments at UTHSC.
  • Takes responsibility to plan and prepare the budget and related financial portions of the grant/research contract submission.
  • Responds to special requests from internal or external stakeholders (e.g. sponsors) on matters relating to the department’s grant or contract operations (ie MTAs, DTAs, NCJs, etc).
  • Ensure proper UT personnel policies are followed by the Centers, manage human resources transactions and verify and approve biweekly/monthly payroll records, payables and receivables.
  • Supervises business and administrative staff, providing direction, guidance and training related to the job in accordance with university policies and procedures.
  • Performs other related duties as assigned.


MINIMUM REQUIREMENTS:

EDUCATION: Bachelor’s degree in accounting, business, finance, human resources, or related field of study. (TRANSCRIPT REQUIRED)

EXPERIENCE: Two (2) years of work-related experience; OR Master’s Degree; one (1) year related work experience; OR a combination of related education and work experience to equal ten (10) years. (Previous experience in a higher educational institution preferred). (Knowledge of IRIS (SAP) preferred).

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Good interpersonal skills.
  • Ability to communicate effectively and professionally.
  • Excellent editing and organizational skills.
  • Excellent oral and written communication skills.
  • Proficient computer skills (Data Management, Microsoft Office Suite, especially Excel).
  • Proficient in accounting, finance and/or budgetary processes to manage business operations with accuracy.
