DEFINITION OF RESPONSIBILITY
The Human Resources Director provides leadership and supervision for the Police Department’s Human Resources Division and serves as a trusted human capital consultant and advisor to the Department’s Executive Corps and staff enterprise wide. The HR Director is responsible for driving the successful integration of the Department’s various operational units into one streamlined Human Resources function.

EXAMPLES OF ESSENTIAL DUTIES


  • Manages the daily operations of the Department’s Human Resources Division, providing expert human resources support to the Police Department.
  • Strategic HR planning and Human Capital program implementation in all functional areas, including: labor relations; employee relations; employee health and wellness; police employee and retiree specialized benefits and programs; policy and procedure administration; HR legal compliance; training; recruitment; and performance management.
  • Partners with internal and external stakeholders, department leaders and management, to develop HR best practices, organizational human resources strategies and aligning countywide strategic plan with the goals and values of the Police Department.
  • Assesses, Develops, Designs and Implements new policies and procedures.
  • Benchmark practices with other jurisdictions for KPIs.
  • Provides leadership and guidance to ensure consistent interpretation, application and compliance with HR-related policies, laws and regulations, and MOUs.
  • Acts as an HR strategic partner in guiding managers and supervisors in the dealing of complex Human Capital concerns.
  • Develops and implements effective processes and procedures to manage all leave related concerns including but not limited to Family Medical Leave, Military Leave, Sick and Safe Leave, Workers Compensation, ADA etc..
  • Implements strategies to monitor industry trends and legal developments and compliance; Initiates appropriate strategic responses to mitigate and ensure compliance and efficiency.
  • Assesses and develops effective and on-time training and guidance for department executive corps; and other internal stakeholders.
  • Coordinates division activities with other divisions, government agencies, employees, and other private and public organizations. Represents the division and/or Department in meetings, hearings, or on inter-agency/jurisdictional committees.

Presents testimony at hearings, County Council meetings, or other official proceedings. Performs other duties as required.

Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, education, or psychology
plus
at least six years' professional experience in human resources administration.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Part-time civilian employees can waive enrollment for up to sixty days, then may join or waive permanently. Newly hired employees at least 55 years of age may opt not to join the ERS.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
