Brookhaven Lab staff build and operate unique research facilities and tools used by interdisciplinary teams of scientists from Brookhaven and other national labs, academia, and industry. These facilities include the Relativistic Heavy Ion Collider—the only operating particle collider in the U.S.; the National Synchrotron Light Source II—one of the brightest sources of light on the planet; the Center for Functional Nanomaterials; and the NASA Space Radiation Laboratory.
The Chief Operating Officer (COO) is an integral part of the Laboratory’s leadership team and reports to the Laboratory Director. In addition to providing visionary and strategic leadership and oversees an annual budget of more than $700 million, this role also partners with the Lab’s Policy Council, the senior management team that establishes strategies to ensure safe and productive pursuit of the Laboratory’s multiple scientific missions and simultaneous excellence in Science & Technology, Operations, and Community Relations.
The COO is also a member of the senior management team which advises the Laboratory Director on institutional policy, risks, opportunities, and issues. This is an exciting career opportunity for a senior leader to substantially contribute to the formulation, direction, and execution of the Laboratory's scientific research and business operations.
Position Description
The COO acts with the decision authority of the Director on all matters involving operations and support functions across the laboratory. This role engages in strategic long term planning for operations functions while maintaining a level of awareness of current issues and initiatives; and ensuring that effective strategies are deployed to achieve resolution and success. The COO allocates resources across support organizations as appropriate to achieve institutional goals and objectives.
Essential Duties and Responsibilities:
- Assists Laboratory Director in providing the effective leadership of organizational safety performance, facilities and operations, maintenance, enterprise program development and execution, policy and procedure formulation and implementation, budget planning and performance analysis, human resources planning, succession planning, staff and career development, mentoring of managers and staff, integration and long-range planning to meet mission needs, transformation initiatives, performance assurance, and related activities to achieve operational excellence.
- Provides overall leadership and management of assigned activities within the Lab, and Battelle-affiliated Laboratories. Set the workforce’s performance, effectiveness, efficiency, productivity, safety, evaluation, and management/internal control standards commensurate with strategic objectives.
- Ensures key organizational goals, priorities, values, and other issues are considered in making program decisions and exercises leadership to implement and to assure managers have incorporated the organization’s mission and strategic vision in the management of their staff.
- Fosters a working environment where people work together cooperatively and effectively to achieve the organization’s goals. Works with other Division Directors organizing work and setting priorities. Provides a forum for raising and discussing potential cross cutting issues related to the management and operation of the Directorate
- Sets long range strategic plans with a focus on operation and sustainability of the facility with a 10-year horizon.
- Provides direction for project management, and operational and business functions required to support energy and environment sponsors’ missions.
- Works with managers and key leaders from other national labs, primarily the Battelle-affiliated Labs as part of the Facilities & Operations Director’s Community of Practice (COP). This position will serve on Battelle-wide committees and assessments.
- Enhances cooperation and collaboration in mutually beneficial ways across the Lab and other constituents and stakeholders, including community leaders, regulatory authorities, elected officials (regional, state and federal), DOE and its laboratories, affiliated universities, BSA partners, and the region
- The incumbent will also be expected to proactively engage with counterparts from the other Battelle-affiliated Laboratories through the Battelle Operations Council, and to be an active participant in Battelle sponsored programs such as the Laboratory Operations Leadership Academy and Laboratory Operations Supervisor Academy.
- Contributes in the design of human resource strategies to meet the organization’s mission, strategic vision and goals and to achieve maximum potential of all staff (bargaining and non-bargaining) in a fair and equitable manner. Leads Succession Planning and Development Planning efforts for the Directorate. Provide managers and staff with opportunities, career development, coaching and mentoring. Select, develop, and retain a highly qualified team of managers and staff
- Leads in acquiring and administering financial, material and information resources, Sets direction for budgets (Integrated Priority Lists, and needed investment to ensure a vibrant future for the laboratory by working closely with the CFO and CHRO to integrate complex financial and human considerations, as well as constraints, into an effective operations model for the laboratory
- Attracts develops, and retains the highest quality diverse scientific, managerial, and professional leadership to ensure a future talent pipeline. Delegate responsibility and authority, set goals for, and evaluate the performance of the senior management team.
- Takes a leading role in explaining, advocating, and negotiating with individuals and groups internally and externally. Develop and maintain internal and external relations to achieve strategic and operational outcomes. This role is expected to develop an expansive professional network with other organizations and organizational units especially within Battelle.
- Performs assurance activities to understand issues, causes, and take corrective actions as needed. Anticipates and identifies, diagnose, and consults on potential or actual problem areas relating to program implementation and goal achievement; selects from alternative courses of corrective action and/or takes action from developed contingency plans.
- Ensures an active safety culture is present across the directorate and actively contributes to the continuous improvement process; engages with staff members, users, partners, and contractors through active safety leadership.

Position Requirements
Required Knowledge, Skills, and Abilities:
- Bachelors degree in a science, technology or related field
- This is a senior leadership position that requires a minimum of 15 years of relevant experience within DOE, or equivalent executive level experience with a major research university, company, institution, or federal agency.
- Significant experience leading and managing operations within the DOE complex, national laboratories or in a similarly large and complex international organizations in support of science and technology. Comprehensive knowledge of DOE and laboratory policies including environmental, safety and health (ES&H) policies and practices is preferred.
- Demonstrated ability to provide a long-term (decadal level) view, an approach for engagement, and a comprehensive model for risk assessment and risk management.
- Ability to work in a team setting, both as a leader and as a member—especially with both the Laboratory Director and Deputy Directors for Science and Technology, as well as with the members of the Policy Council
- Record of exceptional leadership and management development and accomplishment, particularly in a DOE national laboratory or other complex research setting
- Strong leadership presence, including exceptional communication skills. Demonstrated ability to motivate and inspire others to action. Willingness and ability to engage with staff at all levels.
- Strong self-awareness of strengths and weaknesses—with appropriate modesty. Ability to speak openly and honestly about difficult issues.
- Outstanding working knowledge of DOE missions, organizations, structures and programs; demonstrated record of obtaining funding from state and federal agencies (e.g., Department of Energy (DOE)
- Comprehensive skill in oral, public speaking and written communication skills and ability to establish effective interpersonal relationships, and in motivating a multidisciplinary scientific and technical staff.
- Strong relationship builder and communicator with experience leading diverse teams, developing an organization-wide strategy for program excellence, engaging community partners, and collaborating with senior management.
- Ability to gain the trust and confidence of stakeholders and key decision makers, and act on their cumulative interests.
- Must be results driven, with a distinguished record of accomplishments, characterized by acting with the highest levels of integrity and ethical standards.

- This position requires the ability to obtain and maintain a Department of Energy "Q/SCI " clearance, which requires US Citizenship
Preferred Knowledge, Skills, and Abilities:
- Master’s degree in a science, technology or related field plus 12 years of relevant experience
- Experience at a large-scale user facility or with accelerator operations is desirable but not required.
