This is not a state merit position. This is a contractual position with the opportunity to work long term.

The Delaware Department of Natural Resources and Environmental Control (DNREC), in cooperation with the Kent Conservation District, seeks a Conservation Technician III, housed within the Division of Watershed Stewardship/Shoreline and Waterway Section

The Shoreline and Waterway Section's staff are responsible for maintaining Delaware's shoreline and navigable waterways. The selected candidate will primarily work with members of the bypass crew responsible for operating and maintaining DNREC Sand Bypass facility at Indian River Inlet, installing and/or maintaining dune fencing, pedestrian and vehicle dune crossovers, and beach grading. This position will also require the ability to monitor pump and pipe load gauges and other instruments, record readings, perform maintenance on the pumping equipment, dozers, and loader. Additional duties will be to assist with waterway and shoreline operations as part of other work crews as needed.

JOB DUTIES:

· Applies conservation and preservation principles and practices in support of the
management of the state's natural resources.

· Performs maintenance and repairs in a variety of labor/trades fields such as
plumbing, carpentry, painting, welding, construction, grounds maintenance and
assists higher level personnel on large scale projects.

· Operates marine, land-based and construction equipment, and vehicles.

· Maintains and repairs a variety of equipment/vehicles.

· Provides information to the public as requested or responds to inquiries regarding
agency initiatives/programs.

· Ensures the safe usage of state owned, managed, and/or maintained grounds and
facilities by the public.

· Completes standard forms/applications; maintains records and reports detailing
daily activity, tool and equipment inventory, fuel and service logs and related
activities.

· Applies principles/practices and methods/techniques to complex natural resources
conservation/preservation activities.

· Operates complex equipment such as bulldozer, front end loader, backhoe, forklift,
drills, planters, and snowplows.

· May oversee junior staff, temporary workers, community service workers and
volunteers.

· Performs complex equipment repairs such as inspects and diagnoses malfunctions
of motorized equipment,

· Performs engine tune-ups, basic engine repairs.

· May provide input in planning and overseeing small projects.

· Learns applicable laws, rules, and regulations.

· Contacts are typically to respond to the public and state agency inquiries and
answer general questions regarding work activities.

QUALIFICATIONS:

  • Three years’ experience in operating hand power tools and land-based and/or marine-based construction equipment used for grading, excavating, pumping, or dredging.
  • Six months experience in routine maintenance of land and marine construction equipment, light trucks, and vessels.
  • Six months experience in operating and maintaining small motor marine vessels, canoes, and kayaks.
  • Six months experience in performing a variety of groundskeeping, mechanical, and building maintenance trades work.
  • Six months experience in land stewardship, plant life, pest or disease control, invasive species identification and management.
  • Six months experience in recordkeeping.
  • Knowledge of prioritizing, assigning, and reviewing the work of others.
  • Possession of a valid Delaware CDL Class A or B Driver's License (not suspended, revoked, or cancelled, or disqualified from driving).
  • Applicants must be legally authorized to work in the United States. DNREC does not provide sponsorship for holders of H-1 B Visas.

Benefits:

The Kent Conservation District offers a comprehensive benefits package including: 37.5 hours work week and flexible scheduling options: 15 paid vacation days the first year; 9 paid holidays a year; and 15 paid sick days per year. Pension and health insurance are also included in the benefits package. Direct Deposit of paychecks will be required as a condition of employment for new employees.
