Job Duties:

The Richmond District Interstate Maintenance Office (IMO) is seeking a dynamic individual to serve as a Contract Monitor Interstate. This selected candidate will provide daily oversight of contractors performing maintenance activities on interstates and major primaries to include all facilities and assets. Will monitor work to ensure compliance with contract requirements and standards. Conduct field reviews; evaluate condition of assets; develop daily and weekly work plans schedules, monitor the maintenance budget to ensure spending within budget limits, monitor contract work plans; and conduct monthly meetings to review performance issues and request contractor response. Serve as liaison between VDOT and contractor in monitoring emergency operations.

Minimum Qualifications:

Knowledge of highway maintenance and construction equipment, materials, work methods and inventory management practices. General knowledge of VDOT’s Road and Bridge Standards and Specifications, roadway maintenance and construction practices and policies, and OSHA and environmental regulations and laws. Skill in the use of computers and software applications. Ability to plan, monitor, and evaluate maintenance and construction activities. Demonstrated ability to communicate effectively with diverse audiences and conduct meetings. Ability to gather and analyze data and maintain accurate records. Ability to evaluate the work of others. Ability to handle multiple assignments and meet established deadlines. Ability to obtain VDOT or MARTCP certification in Asphalt Field, ACI Concrete Field, Soils and Aggregated Field, pavement markings, guardrail installation (GRIT), OSHA Safety, Immediate Work Zone, Traffic Control, Erosion and Sediment Control (Inspector), Flagger Certification, First Aid-CPR Blood Borne Pathogens, IMS policies and procedures, and/or MS-4 Compliance at VDOT facilities, and maintain certifications and required re-training. Valid driver’s license required.

Preferred Qualifications:

Experience in highway maintenance and construction activities and contract development and administration. Experience in developing contract specifications and engineering estimates. Experience with inclement weather operations. Experience in monitoring contractor performance during weather events such as snow, ice, hurricanes, and isolated seasonal storms. Skill in the use of MS Office, Cardinal, HMMS, and other VDOT IT applications. VDOT or MARTCP certifications in Asphalt Field; ACI Concrete Field, Soils and Aggregated Field, pavement markings, guardrail installation (GRIT), OSHA Safety, Immediate Work Zone Traffic Control, Erosion and Sediment Control (Inspector), Flagger Certification, First Aid-CPR Blood Borne Pathogens, IMS policies and procedures, and/or MS-4 Compliance at VDOT facilities preferred.
