QinetiQ, Inc. is looking for a Director of Contracts, to join our growing contracts team at our Lorton, VA C5ISR Headquarters. The selected candidate would be responsible for the overall management of the contracts and subcontracts functions to include policies, procedures, and compliance for the business. We're looking for someone to provide leadership and strategic vision including planning, developing, implementing, and evaluating all contracts processes and procedures.
Your Contribution To The Mission:
Serves as a principal spokesperson for the Contracts function on highly significant matters.
Participates in and/or conducts front-end strategic assessment of business pursuits, proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
Overseeing the development, implementation, and updating of contract administration policies and procedures.
Lead and manage a staff of contracts administration professionals.
Acts independently, restricted by very broad corporate policies and objectives. Makes final decisions on administrative or operational issues that are of significant importance to the corporation.
Formulate strategies for resolution of major contractual issues including risk assessment, mitigation strategies, negotiation positions, and contractual implications.
Prepares and oversees the preparation of proposals and advises management of contractual rights and obligations and means to mitigate contractual/program risks and compiles and analyzes data.
Focus on improving organization performance by facilitating smart, innovative and effective business arrangements; using performance metrics; leveraging technology and commercial best practices.
Act as company interface with the Defense Contract Management Agency (DCMA) and support the company’s interface with Defense Contract Audit Agency (DCAA) representatives.
Participate in due diligence activities and provide special project support to CFO and other members of the executive team on an as required basis.
Oversee the negotiation, award, coordination, administration and close-out of contracts and subcontracts.
Ensure the management of prime contract files including preparation and control of all modifications and correspondence with Contracting Officers.
Coordinate fact-finding, proposal preparation, justification, and documentation, and negotiations of contract modifications.
Ensure overall compliance with governmental law, company, and operating company policies on contracts and procurement.
Participates with other top managers in developing and establishing business unit, business, company, or corporate-wide policies.
Serve as liaison and main point of contact
To Land This Job, You Need:
Bachelor's degree in business administration, government contracts, finance, or law.
Minimum fifteen (15) years of demonstrated Contract experience in a Federal Government Contracting environment including FAR/DFARS, contract formation, interface with SBA, analysis of terms and conditions, proposal preparation, negotiations, amendments, and startups and closeouts of which ten (10) or more years include management experience.
Expert in Federal procurement actions, policy, and procedures; contract administration, negotiation, administration, dispute resolution with ability to interpret complex contracting regulations and development of policies and procedures.
Understand Forward Pricing Rates, cost structure estimates of material, equipment services, production costs, performance requirements, and delivery schedules.
Proven leadership for all aspects of contract formation including acquisition planning, acquisition strategy, source selections, cost/price analysis, claims, contract administration, and terminations.
Experience in managing U.S. Federal and state government audits.
Experience with CostPoint or similar integrated accounting and process system.
Solid time management, excellent communication (written and verbal), decision-making, presentation, human relations, and organizational skills.
Ability to prioritize and balance workload for self and staff.
