Job description
The County of Monterey seeks a highly qualified professional for the Deputy General Manager-Water Resources Agency position responsible for providing highly complex assistance in the planning, direction, overall management, policy direction and implementation of the projects and activities of the Water Resources Agency.

Monterey County is known for its natural resources, pristine environmental sites, long military history, and as a location for top educational institutions. The County encompasses a total land area of 3,324 square miles. There has been steady growth over the past decade and the County now has approximately 450,000 residents residing in 12 cities and unincorporated areas. The County is known as the “Salad Bowl of the World” and is one of the nation’s top agricultural producers. Agriculture is the County’s largest sector in terms of economic output and employment, touching nearly every facet of life in Monterey County. Most agricultural companies continue to be family-owned and operated. Core to the success of agriculture and the community in Monterey County is the access and management of water resources.
THE AGENCY
The Monterey County Water Resources Agency (MCWRA) is an independent, special purpose public agency staffed with dedicated employees and focused on flood control and water resources management in Monterey County. The Agency was created via a California Water Code Appendix in a statute known as the Monterey County Water Resources Agency Act. The Agency provides the following services: control of flood and storm waters in the County, water conservation, protection of water quality, reclamation of water and the exchange of water. Fundamental to the agency’s mission to sustainably manage water resources while minimizing impacts from flooding, the MCWRA owns and operates the Nacimiento and San Antonio reservoirs and dams, a hydroelectric facility at Nacimiento Reservoir, and numerous other facilities.
The Agency is governed by the Monterey County Water Resources Agency Board of Supervisors for larger policy matters and a nine-member Board of Directors for more in-depth oversight. Members of the Board of Directors are appointed by the Monterey County Water Resources Agency Board of Supervisors, a city selection committee, and local agricultural groups. Prior to being formally established in 1991, the Monterey County Water Resources Agency was the Monterey County Flood Control and Water Conservation District, established in 1947 and organized as a division of the Public Works Department of the County of Monterey. The Agency is independent from the County, but both entities collaborate closely and share the same elected Board of Supervisors that also act as the Board of Supervisors of the Agency.
THE POSITION
Under administrative direction of the General Manager – WRA provides highly complex assistance in the planning, direction, overall management, policy direction and implementation of Water Resources Agency activities which aid in the furtherance of Agency goals and objectives; conducts and monitors extensive and in-depth research and analysis related to division programs and conducts and monitors extensive and in-depth research and analysis related to division programs.

KEY RESPONSIBILITIES INCLUDE
Assists the General Manager in managing and directing department functions, operations, and activities; and in providing direct supervision to the management staff.- Directly supervises, assigns, reviews and evaluates the work of all division management staff, including providing for and participating in the selection, training and development, evaluation and discipline of staff and their work assignments; establishes and provides employee goals, objectives and performance standards and recommends alternatives as necessary.
- Develops, reviews, interprets, modifies and implements Agency administrative policies and procedures and their application to specific situations in divisions; recommend solutions and/or resolves conflicts involving multiple divisions in matters /issues not addressed by existing Agency policies and procedures.
- Performs highly complex and technical analysis; develops, recommends, and/or implements alternatives and solutions; and advises the General Manager and MCWRA Board of Directors.
- Directs and reviews the preparation of reports from division management and subordinate staff responsible for the various divisions’ functions, operations and activities of the Agency.
- Serves on a variety of projects/program boards, commissions and committees, and prepares comprehensive technical reports, both verbal and written; attends public hearings and interagency meetings/discussions to represent and report on behalf of the Agency to the MCWRA Board of Directors, County and Agency Board of Supervisors, other departments, elected officials and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations.
- Assumes managerial responsibilities for the Water Resources Agency in the General Manager-WRA absence, with decision-making authority on the full range of department issues.
- Performs or manages long range planning to anticipate and prepare for Agency needs related to water usage, transportation, management, conservation and quality; confers with and directs through management staff in the efficient use of departmental staff, funding, including grant opportunities, and work programs and in the effective implementation and operation of department programs, projects, and activities in order to meet Agency short and long term goals and objectives.
- Develops plans, evaluates, and implements goals and objectives for reporting divisions consistent with the Agency’s organizational mission; and utilize performance planning techniques to identify, establish, achieve and measure goals and objectives for reporting divisions.
- Oversees management of Agency’s divisions’ budgets to accomplish Agency goals and objectives
- Recommends, allocates and commits resources, including funding and staffing, for new and existing programs, particularly those arising outside the annual budget process and involving interdepartmental coordination amount reporting divisions; provides for the establishment and management of all Agency contracts
- Through subordinate managers, monitors, evaluates, reports on project progress from development to completion stages, including design, specification, construction, contract, schedule, and/or regulatory adherence, and cost estimate/expenditure effectiveness and alignment
Thorough knowledge of:
- Principles and practices of organization, administration, and management at the executive level, to include policy, project and program analysis, development, implementation, and administration, and short and long term planning.
- Principles and practices of personnel management, including supervision, training, development, evaluation, employee counselling, discipline, and performance appraisal and documentation.
- Principles and practices of leadership, motivation, team building and conflict resolution.
- Principles, practices and procedures of governmental budgeting and fiscal development, management, and administration; contract development; revenue and bond funding and grant funding, to include preparation and writing, management and administration, and monitoring.
- Principles and practices of business correspondence, report writing, and group presentations.
- Applicable local, County, State and Federal law, codes, regulations, rules, ordinances, and various programs pertaining to and affecting water resources management, regulation and enforcement, flood control, water transportation and water conservation activities, maintenance, and construction.
- Principles, practices, and theories used in project management and administration.
- Principles and practices of internal controls and audit procedures; safety and environmental compliance; and management information systems.
- The structure and function of county government.
- Principles, practices, theories, and techniques used in water resources management planning and policy, design, construction, maintenance and operation of flood control and water conservation systems and facilities, and water quality maintenance and investigations.
- Principles, practices, and techniques of office procedures, and computer equipment and software.
- Assist in the planning, direction administration, and management of Agency operations, function, activities, and assigned divisions, with utilities and varied programs and projects having agency-and county-wide impact.
- Research, develop, plan, organize, interpret, implement, manage, administer, direct, and analyze complex projects, programs, goals, objectives, policies, procedures, and operational needs and make appropriate recommendations and adjustments.
- Plan, organize, manage, direct, and evaluate the work of assigned staff, and of professional/technical support staff, directly or through subordinate managers and/or contractors.
- Analyze, evaluate, and draw logical conclusions from complex technical engineering, water sources related data and information identify and provide effective alternative and /or solutions, projects consequences of proposed actions, and implement recommendations in support of Agency goals and objectives.
- Recognize problems of a sensitive or political nature and understand organizational and political implications of decisions and recommendations: gain and facilitate cooperation and consensus through discussion and persuasion, and by participating and working in a team framework.
- Provide technical and/or project management expertise related to division programs and projects.
- Think creatively, i.e. develop new cost-effective uses for technology, funding, and staffing, and improve present standards, exercise initiative, ingenuity, and sound judgment in identifying and solving difficult technical problems.
- Explain, analyze, interpret, apply, and administer applicable local/state/federal laws, regulations, rules, and ordinances; assist formulating plans of enforcement.
- Communication effectively in a clear, concise, and logical manner, both orally and written, in order to prepare clear and concise oral/written reports, policies, project plans, specifications, correspondence, memoranda, and make effective oral presentation representing the Agency to boards, commissions, and others.
- Establish and maintain effective interpersonal relationships with MCWRA Board of Directors, County Board of Supervisors, department staff, other agencies, and the general public while providing excellent customer service.
- Use of computer equipment and applicable software.
Any combination of training, education and/or experience which provides the knowledge, skills and abilities listed above is qualifying. An example of a way these requirements might be acquired is:
Education:
Completion of all course work leading to a Bachelor’s Degree or equivalency of a Bachelor’s degree in Civil Engineering, Water Resources Management, Geology, Hydrology, Hydrogeology, or a related field; additionally, a Master’s Degree in Business or Public Administration is desirable.
Experience:
Four years of professional level managerial experience in administration and large/complex projects or program management, directly related to water resources facilities and systems.
License Registration:
Valid registration as a Professional Civil Engineer or Professional Geologist, including Geology Specified Certifications is highly desirable.
REQUIRED CONDITIONS OF EMPLOYMENT
As a condition of employment, the incumbent will be required:
Possess a valid California Class C Driver’s License, or the employee must be able to provide suitable transportation that is approved by the appointing authority; and have/maintain a satisfactory driving record.- Be scheduled on standby with requirement to report to work-site within the sixty minutes of being paged or recalled during times of emergency and/or disaster.
- Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency; travel out of County to attend meetings.
This is an At-will position. The salary range for the Deputy General Manager-Water Resources Agency is $157,983 to $215,771 and placement within the range is dependent on qualifications. The County also offers a competitive benefits package, Including:
