Job description
The Fairfax County Health Department is a progressive public health leader serving 1.2 million residents and providing services that promote population health, protect public health and the environment, and ensure residents' equitable access to health services and information.
The Health Department seeks an Operations Coordinator (Emergency Management Specialist III) to manage the personnel, business processes, systems, and daily activities of the department's emergency operations services, incident management team (IMT), and department operations center.
Under the general direction of the Assistant Division Director in the Division of Emergency Preparedness and Response, manages the development, implementation, and evaluation of emergency operations programs, projects, and daily activities. Coordinates the health department's emergency operations infrastructure, functions, services, resources, and related activities. Manages the department's 150+ person Incident Management Team (IMT). Coordinates the Division of Emergency Preparedness and Response's 24/7/365 Duty Officer program. Ensures 24/7/365 readiness of all health department emergency response resources, processes and procedures, plans, and activities. Manages the department operations center (DOC) and emergency operations center (EOC) activities in support of public health and Emergency Support Function (ESF) 8. Develops standard operating procedures (SOPs) for response types that require rapid mobilization and deployment of personnel and resources. Participates in and contributes robustly to the emergency planning process. Develops, implements, evaluates, and ensures consistency of initial response processes and supports including initial alerts and notifications, IMT activation, HDOC activation, rapid field deployments, no-notice responses, no-notice support to duty officers, and similar activities. Fulfills a leadership role in the Operations Section of the IMT and trains IMT members in public health emergency response strategies and tactics. Engages with local, state, and federal government agencies, community-based organizations, academia, healthcare facilities, and Fairfax County residents to promote operational readiness and foster deeper government and community resilience to public health emergencies. Coordinate, implement, evaluate, and conduct activities related to deploying department staff across state lines as part of Emergency Management Assistance Compact (EMAC) requests; coordinate support services for EMAC-deployed staff for the duration of their deployments. Sets programmatic goals and recommends, develops, and implements projects and initiatives that advance emergency operations and emergency coordination capabilities at the department, county, regional, and community levels. Represents the Health Department on county and community committees and workgroups focused on emergency management and public health matters. Builds and maintains positive and productive working relationships. Integrates operational readiness and emergency services considerations into all aspects of department and division activities. Supervise professional and paraprofessional staff, contractors, and volunteers. Serves as hiring manager coordinating all aspects of recruitment processes for positions supervised and recommends the hiring of selected staff. Manage operations-related budgets. Serves as a Duty Officer. Other duties as assigned.
Note: This is an emergency response position. As an essential member of an emergency response organization, during an emergency activation, employee may be required to work irregular hours, work at a location other than the official duty station, support the department on a 24/7 basis and perform duties other than those specified in the employee's official position description. Required to work nights, weekends and be available for emergency activations.
The hourly salary rate will not exceed the midpoint $46.2760/hour (commensurate with experience).
MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a degree in business administration, public safety, emergency management or related fields; plus four years of professional work experience in emergency management or public safety.
CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license
Cardiopulmonary Resuscitation - CPR (Required within 60 days)
AED (Required within 60 days)
Certificates of Incident Command System trainings 100, 200, 300, 400, 700, and 800 within twelve (12) months of appointment.
SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete a criminal background check, child protective services check, and a driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
Experience in and understanding of public health emergency preparedness and response and emergency management.- Experience performing emergency response operations in field settings.
- Experience supervising staff.
- Expert-level written and oral communications with demonstrated ability to develop written products, both technical and non-technical, for a diverse range of audiences.
- Experience serving in Operations Section Chief, Branch Director, and/or Division/Group Supervisor roles on an Incident Management Team.
- Experience responding to real world emergencies using the Incident Command System (ICS) and other recognized emergency management principles and practices.
- Experience delivering oral presentations to diverse audiences in formal and informal settings.
- Strong organizational skills that reflect an ability to manage multiple priorities and time-sensitive projects and deliverables with excellent attention to detail.
- Flexibility to work in a dynamic, emergency preparedness and response-focused environment.
- Completion of ICS 300, 400, and All Hazards Incident Management Team (0-305) trainings.
PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, entails walking, standing, sitting, stooping, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor, digital display and audio-visual instrument. Incumbent must be able to operate keyboard driven equipment and computer. Requires individual to be able to lift or carry up to 25 lbs. occasionally. Position frequently communicates and must be able to exchange accurate information with others verbally (in person or telephone) and in writing. Ability to drive and operate a motor vehicle and maintain a valid driver’s license. Generally, works in an office environment yet may be required to perform job duties outside the typical office setting including outdoors in all weather conditions. Individual must be able to work outside of normal business hours and on weekends. Fully participate as a required, as a member of the health department emergency response unit. All duties performed with or without reasonable accommodations.
