Main Purpose of Job

The main purpose of this position is to provide training and staff development for the Training Division. The incumbent will be responsible for the management and coordination of core staff employee development and training programs for the Office of the Public Defender including the OPD University. This position reports to the Director of Training. The incumbent will develop and administer core staff agency training programs. Manages the OPD University which encompasses computer basics, Microsoft Office, soft skills and management training tenants. Assess agency training needs and make recommendations to the Director of Training based on consultation with Office Managers, Managers/Supervisor and OPD Leadership on requested training initiatives. Further duties consist of conceptualizing training initiatives based on data, research and feedback. Creates training manuals, power points, guides and exercises for core staff programs and OPD University. Coordinates and schedules core staff and OPD University training programs. Communicates training schedules to Office Managers, Supervisors, OPD Leadership and Core Staff Employees. Creates, tracks and manages OPD training programs in the HUB. Must maintain a database of training material and resources. Evaluate the effectiveness of training programs through satisfaction surveys. Make updates to training programs and exercises to enhance employee participation and achieve desired outcomes. Track and compile training data. Provide monthly updates to the Director of Training on enrollment, schedules and employee feedback. Assists with semi-annual attorney and quarterly core staff onboarding programs. May perform other duties as directed.

POSITION DUTIES

The Office of the Public Defender, is seeking a well-organized, customer service and detail oriented applicant with excellent problem solving skills, and high proficiency in the Microsoft Office Suite and Web Application. This position requires excellent communication skills in the technical phases of employee development and training. An employee in this class plans, develops, integrates and administers a training program of a generalized nature for clerical, supervisor and managerial personnel. In instances where training programs of highly technical nature are already established, an employee in this class coordinates such programs with program chiefs and administrative staff of this agency to adequately meet the agency's specific needs.

All applicants must be able to communicate with clients and visitors and possess the ability to complete tasks in a fast-paced work environment. Applicants must be able to work in various positions, and travel to various courtrooms and office environments throughout the state. MINIMUM QUALIFICATIONS

Experience: Six years of experience planning and conducting employee development and training.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience planning, conducting or coordinating training or staff development activities for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in education and training classification or education and training specialty codes in the education and training field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Regular attendance, punctuality and professional customer service is expected.

Strong verbal and written communication skills.

Proficient in computer skills, Microsoft Office Suite (Word, Power Point, Outlook, Access, & Excel) and instructional software.

Knowledge to effectively coordinate training sessions including communication of training dates, tracking registration and logistics.

Experience creating, tracking and managing training sessions in the HUB.

Maintains, compiles and prepares a comprehensive database of training material and resources, for accurate training data on enrollment, schedules and employee feedback. Making this database easily accessible to employees.

Must be experienced in juggling multiple simultaneous activities and be available for occasional (non-cash-compensated) overtime.

Experience planning, developing, integrating and administering a training program database of training materials and schedules for employee feedback.

Experience establishing and maintaining a working relationship with agency personnel and training candidates.

SELECTION PROCESS

Applicants who meet the minimum qualifications will be admitted to the examination for this classification. successful candidates will be ranked as BEST QUALIFIED, BETTER QUALIFIED, OR QUALIFIED and placed on the employment (eligible) list for at least one year.
