The City of Norfolk’s Department of Utilities is currently seeking qualified candidates for the position of and Engineering Technician III. This person participates in all levels of maintenance of the Utilities’ geodatabase within a versioned environment. Performs file management and customer service.
Assists and mentors Engineering Technicians within work group that perform GIS as well as other tasks.- Uses various tools within Esri ArcGIS products to determine spatial relationships for performing geographic analysis and producing presentation displays.
- Maintains, digitizes, and performs QA/QC for the Utilities GIS Enterprise database within a versioned environment.
- Assists with designing and maintaining Utilities geodatabase to include metadata maintenance, updating fields and domains within the existing geodatabase, providing recommendations for creation of mission specific geodatabases, and creating new geodatabases as necessary.
- Performs versioning, check outs, check ins, reconciliation, and posting for geodatabases.
- Supports GIS Team Supervisor with Synchronization of the Utilities’ GIS database with the Lucity (work order) database.
- Supports GIS Team Supervisor with routine maintenance of Utilities’ GIS database.
- Downloads data from ArcGIS Online (AGOL) collected by field personnel, using GPS equipment or traditional Survey, and providing input on workflow enhancements/efficiencies.
- Uses the Append tool in ArcGIS to copy data from spreadsheets into the Utilities’ GIS database.
- Suggests best practices for digitizing, updating record methodologies, answering questions and makes judgment calls for peers about record drawings.
- Monitors performance for employees in a work unit, including providing input on hiring, work objectives/effectiveness, and realigning work as needed for GIS team.
- Performs customer service duties to include processing new water and sewer service requests and provides record drawings to internal and external customers.
- Interacts with employees, other City departments and external customers.
- Requires the ability to read and interpret policies and procedures, City utility maps, plans, and technical documents.
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
Two years' experience in drafting, GIS, sub-professional engineering, or a directly related field.
The desired candidate will have at least two years of experience in the field of utilities records management, GIS editing experience in an enterprise database, experience with collecting and/or processing GPS and traditional Survey data, or Deed research.

This position is designated as an Essential position which means you may be required to work extended, rotating, after hours, nights and/or weekends in response to emergencies and severe weather.
