Situation in organization


This position reports directly to the Plant Manager and is a key member of St. Charles plant staff. The position receives functional guidance and direction from the Coating Solutions/Arkema Inc. HSE Leadership. Leads all Arkema St. Charles site HES activities. Is a key member of the site leadership team including production, logistics, quality, engineering, maintenance and HES. This position is the direct manager of the Site HES Technician.


Job dimensions


This job exists to provide Health, Environmental, and Safety support to the site to ensure compliance, improve performance, and enhance HES awareness. This job also consists of the Management Representative accountabilities for ISO45001, and the site Emergency Response Coordinator accountabilities. This position provides support for the entire site in areas of HES risk assessments, BBS, industrial hygiene, waste disposal, safety and environmental inspections, and will be familiar with all applicable codes and standards recognized with the chemical industry.


Key A
ctivities and responsibilities

Key responsibilities include but are not limited to:

  • (50%) Site Health, Environmental and Safety Program Management and continuous improvement.
    • Leading efforts to improve HES performance by eliminating injuries, exposures, spills, and emissions.
    • Development and coordination of all regulatory submittal requirements as well as reporting of chemical inventory, emission (air-water-waste) metrics and other HES data to Corporate Arkema (REED).
    • Serve as the environmental focal point for waste characterizations, waste disposal, LDAR, fugitive emissions, RCRA, etc.
    • Oversee and review any Industrial Hygiene testing required by the St. Charles facility Annual IH plan in conjunction with guidance from Coating Solutions IH SME and KOP ISG program.
    • Interaction with government agencies and ensure permits and license are up to date. Reporting for environmental, fire, chemicals, emissions, waste water.
    • Serve as plant Storm Water Pollution Prevention program leader.
    • Contractor safety focal point, including specific site training and management of Avetta.
    • Hazmat point of contact.
    • Coordinate onsite efforts related to Behavioral Based Safety (Worker Observation) and Hazard Recognition programs ensuring all internal benchmarks are met.
  • (35%) Management Systems and Work Process Compliance.
    • Utilizes the eMOC and Implementation of relevant Work Process to effectively deliver the regulatory guidance, required documentation, and training to the appropriate groups.
    • Ensures compliance with HES and effective implementation of the various global HES management systems, work processes, and data management systems.
    • Site ISO45001 Management System Representative; inputs relative effectiveness data into the Management System Review. Also serves as Arkema Integrated Management Systems sub-element owner.
    • Lead or participate in Root Cause Investigations involving any/all HES matters at the site as well as development and completion of related corrective actions.
    • Provide supervisory leadership to both the onsite operator training program and contractor training to ensure all safety, quality and operational requirements, internal certifications and the required levels of operational proficiency are met.
    • Overall accountability for the effective execution of the site New Employee Orientation Program (NEOP).
  • (15%) Management and Miscellaneous Responsibilities
    • Serve as Site Security Officer and Emergency Response Coordinator.
    • Participates in the Community Awareness Panel (CAP) as required.

Performance development/management for direct report (Site HES Technician).


Context and environment


The compliance support includes the coordination and administration of existing HES programs, determining the applicability (and non-applicability) of regulatory requirements to the Operations facility located in Hahnville, LA.

This position is based in the St. Charles latex manufacturing facility in Hahnville, Louisiana.

Less than 10% business travel required.


Leads HES activities focused on improving performance of the plant.

This role will be conducting compliance gap analysis and assessments, developing implementation plans to ensure compliance with applicable laws, regulations, and standards; and the implementing of global HES management systems and work processes. This role will work closely with Operating Plant and HES Leadership, other members of the HES Delivery Team, and plant personnel to ensure full compliance with regulatory requirements, enhancing HES knowledge and awareness throughout the department, and improve HES performance. This role also includes the Management System Representative accountabilities for ISO45001.


HSEQ Responsibilities

  • Comply with the HSEQ Policy.
  • Comply with Regulations, Legal and Internal Requirements as made known by the site and by the business unit (BU).
  • Comply with the rules of the specific location to which one is assigned as well as the rules set by the business unit (BU) and Arkema Inc.
  • Follow HES and Operating Discipline procedures and practices to ensure safe and efficient operation of assigned plant areas.
  • As required, initiates and participates in Root Cause Investigations
  • Understands and executes Emergency Response procedures to mitigate unplanned events in the process.
  • Comply with all standard procedures and work instructions, aka SP, SOP, PWI, TM, to ensure productivity, quality assurance and cost effectiveness.
  • Review work areas for potential losses and Report hazards to the direct supervisor.
  • Report Near Misses to the direct supervisor.
  • Report Incidents or Accidents to the direct supervisor.
  • Identify and communicate potential gains or possible improvements to the management system.


  • Supports the site HES policy and complies with all regulatory and internal requirements
  • Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.)
  • Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents


Required Education/Q
ualifications /Work experience


Education and Experience

  • A.A./B.S. degree in health, safety, environmental disciplines or equivalent certifications/experience.
  • At least 5 years’ experience within a chemical manufacturing environment or related manufacturing/industrial environment, with applicable HES responsibilities.
  • Emergency response experience and training.
  • At least 2 years of supervisory or management experience.
  • A working knowledge of the following federal health and safety regulations:
    • OSHA 29 CFR 1910.119 Process Safety Management of Highly Hazardous Chemicals;
    • OSHA 29 CFR 1910.120 Hazardous Waste Operations and Emergency Response (HAZWOPER);
    • EPA 40 CFR 68 Chemical Accident Prevention
  • Knowledge in and experience with facilitating job safety analysis (JSA) or Task Hazard Analysis (THA) programs.
  • Experience participating and leading behavior-based safety programs (BBS).


Computer Skills

  • Proficient computer skills with working knowledge of PC applications (including Microsoft Office suite) and the ability to learn new system processes.
