Position Summary: We are seeking a Human Resources Analyst to join our team. The Human Resources Analyst is responsible for supporting the HR functional program of the Suffolk County Department of Human Resources, Personnel, and Civil Service. This role involves collecting and analyzing HR data, preparing reports, and making recommendations based on the analysis to enhance HR practices. The successful candidate will work under general supervision and must possess a good understanding of HR practices and concepts.
KEY RESPONSIBILITIES :
  • Conduct research on best practices and comparable metrics from other organizations to provide insights and recommendations for HR programs and initiatives.
  • Utilize specialized software to perform assigned tasks and assist in optimizing and implementing new data processes and systems.
  • Collect, analyze, and report on personnel and HR data received from Suffolk County Departments using MS Excel or other specialized programs.
  • Prepare basic evaluation reports of departmental improvements and assist HR Business Partners in measuring the effects of policy and/or procedural changes.
  • Utilize HR dashboards to research and work with staff to develop templates, track problem areas, and monitor HR information that is going in and out of the HR platform.
  • Design basic training materials and research learning plans to help advance employee morale and initiative.
QUALIFICATIONS :
Either :
(a) Graduation from a college with federally-authorized accreditation or registration by New York State with a Bachelor’s Degree in Human Resources, Business Administration, or a related field; or,
(b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and four (4) years of experience as a human resources/personnel specialist; or,
(c) An equivalent combination of education and experience as defined by the limits of (a) and (b)
ADDITIONAL FEATURES OF THE ROLE :
  • Good knowledge of the principles, practices, and procedures of human resources administration including employee relations, employment law, employee compensation, benefits administration, and organizational planning and development.
  • Good computer skills in a Microsoft Windows environment including Excel and database management.
  • Working knowledge of the organization and functions of municipal government as it relates to the County and its political subdivisions.
  • Ability to develop and maintain effective working relationships with officials at all levels.
  • Ability to express oneself clearly and concisely both orally and in writing.
  • Good judgment, tact, and courtesy.
The target salary for this position is $50,000

This Role Is A Provisional Appointment (Open Competitive)
A provisional appointment, which occurs only in the competitive class, is a temporary appointment to a position for which no eligible list exists or for which an eligible list exists with fewer than three candidates who are willing to accept the position. In order to become permanent, the employee who is provisionally appointed must take the next examination for the position in question. The appointment to the position is then made from among the three highest scoring passing candidates who indicate their willingness to accept the position. Civil Service law does not compel the appointing authority to choose the provisional employee should he or she be one of the three candidates.
