This position is an interim appointment for the current term. This term is set to expire on January 5, 2027. In 2024, a referendum about the office remaining elected or appointed will be posted on the general election ballot. The results of that election will determine the future of the Auditor/Treasurer’s Office. If the election deems that this office remains elected, the incumbent may run for election of office during the primary in 2026. To be eligible for the elected office, this individual must have maintained a residence in the district for at least 30 days before the general election in November of 2026.


POSITION SUMMARY:

This position is responsible for managing the Auditor/Treasurers Office to ensure accuracy and compliance with current accounting procedures, rules, and regulations and providing leadership to other county departments regarding accounting procedures. The Interim Auditor/Treasurer reports to the County Administrator and is responsible for collecting tax dollars and revenues used for the operation of Morrison County. This position maintains certification in Election Administration and orchestrates the election setup, training, and reporting systems for transparent Election Law procedures for federal, State, and local elections and voter registration. According to Minnesota State Statute, providing leadership and direction to assigned personnel, with management responsibilities for administrating the property tax system.

Performs varied technical and accounting duties requiring the application of judgment and knowledge gained through education and work experience with great accuracy as mandated by State Auditors. The incumbent is well-versed in various banking procedures and processes and knows various software applications and equipment.


PRINCIPLE ACCOUNTABILITIES
:

Staff and Administrative Duties and Responsibilities

FREQUENCY/WT. Daily 30%

  • Oversees general administration of the Auditor/Treasurers office.
  • Directs, manages, and oversees department staff, including prioritizing and assigning work; conducts performance evaluations; ensures staff is trained; ensures that policies and procedures are followed; maintains a healthy and safe working environment; and makes staffing decisions, including hiring and termination recommendations.
  • Provides oversight and directs the implementation of internal operations for the department, including planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and service offerings in compliance with Federal, State, and Local laws, regulations, codes, and standards.
  • Develops and administers departmental budget; approves expenditures.
  • Responsible for all drainage records and proceedings and ditch fund accounting for all ditch systems in the County.
  • Provides taxpayers with information via newspaper and radio and serves as liaison with the public to achieve a positive image.
  • Oversees the review and certifies all property transfers, land splits and address maintenance for property owners.

Financial Duties and Responsibilities

FREQUENCY/WT. Daily 50%

  • Provides long-term, strategic, and financial leadership to the County Board regarding County-wide financial and capital improvement planning, including managing the investment of county funds according to cash flow needs. Oversees county bank accounts for adequate funds and monthly reconciliations.
  • Responsible for requesting proposals (RFPs) from qualified financial institutions (banks) for the depository, cash management, and general banking services.
  • Develops, monitors, and recommends changes to the Countys internal financial controls and financial policies. Oversees and directs accounts payable/receivable.
  • Manages the entire property tax system related worksheets, and records for reporting to the State; serves as liaison with state and independent auditors. Responsible for the calculation, collection, and distribution of property taxes.
  • Manages all delinquent collections through the tax forfeiture process and tax forfeited land sales.
  • Manages the property tax system, including oversight of current tax capacity rates for all taxing jurisdictions in the County according to State Statutes. Manages manufactured home tax collections and special assessments for all jurisdictions. Administers all aspects of tax increment financing (TIF).

Chief Election Official Duties and Responsibilities

FREQUENCY/WT. Daily 10%

  • Serves as the Chief Election Administrator for Morrison County. Oversees and directs the Countys election process for federal, State, local, district, and special elections.
  • Oversees voter registration, candidate filing, ballot preparation, absentee voting, training of election judges and clerks, and campaign expense report filings and maintains related records.
  • Oversees programming of election equipment and conducts public accuracy tests.
  • Oversees the distribution of all necessary election supplies and equipment for each of the voting precincts.
  • Remains in the office until all election returns are in; tabulates and reports result totals; posts election audits and recounts; conducts county canvassing board meetings; and certifies election results to the Secretary of State.
  • Participates in redistricting procedures following ten-year census.

Performs other job duties and projects PER Morrison County policies AND procedures.

FREQUENCY/WT. Daily 10%

  • Suggest and helps identify improvements to current office processes and procedures.
  • As approved, attend and participate in workshops, seminars, committees, in-service training, etc.
  • Keeps informed on all Minnesota Statutes regarding the Auditor/Treasurers office, ACS, MCCC, and Department of Revenue to accommodate the staff and general public.
  • Maintains professional and high-quality customer service, especially during high-stress customer encounters.
  • Follows all established safety procedures and precautions when operating office equipment.
  • Follows established safety and infection control policies and procedures and participates in all required in-service training.
  • Maintains work areas in a sanitary and safe manner.


WORKING CONDITIONS:

This position requires work in an office where there is physical discomfort due to long periods of standing. The incumbent must be able to lift 25 lbs. periodically. The incumbent interacts with the public, personnel, visitors, and government agencies under all conditions, including hostile and emotionally upset people, and is subject to frequent interruptions. Must report to work during peak tax seasons and be required to work extended hours. The incumbent works with large amounts of cash and valuable financial information.

QUALIFICATIONS:

Requires a four-year degree in accounting, finance or business management. Six or more years of relevant experience or equivalent education and experience. This position will require acquiring and maintaining the following additional certificates/licenses: MN DOR Tax Calculation Certification (preferred) and Election Administration Certification.

Experience working with large sums of money, computer programs, such as Microsoft Word, Excel, general office equipment, legal descriptions, and experience in county government is preferred. Experience in County Government and Minnesota Property Tax is desired.

The position requires the incumbent to have considerable knowledge of accounting and bookkeeping practices and procedures. Knowledge of relevant Federal, State, and local laws, rules, and regulations. Knowledge of Generally Accepted Accounting Principles, Government Accounting Standards Board principles, and Minnesota County Financial and Accounting Reporting Standards. Skill will automate financial and taxation systems. Skills in managing and evaluating employees. Considerable skill in preparing and analyzing financial statements. Skill in organizing, evaluating, and presenting complex financial data. Excellent communication skills, both oral and written. Ability to set policies and goals for the department.
