Description of Job

OIT ONLY RECRUITMENT: This recruitment is open only to current employees of the Office of Information Technology.

Job Summary:

The Customer Office’s reimagining related to consulting services provides the Agencies with IT, Solutions and User Experience consultants to help drive business outcomes in service of strategic outcomes to make strategic vision a reality.

The Manager, Programs will collaborate across the organization & lead a team of Consulting team members (Solution Consultants and UX Consultants, for example) through all phases of early project life-cycle, consultative engagements, recommendations and guidance driven by an understanding the customer needs and translating the identified business and user needs into a technical solution, recommendation and/or guidance.

In this role, you will:


  • The position is responsible for the daily supervision of regular, on-going staff at multiple agencies
  • Participate in team’s hiring process and approving requisitions, providing input into and sharing position descriptions and selection criteria for team members, and any required role within the program team.
  • Actively engage in improving leadership skills, attitudes, and knowledge, especially as related to equity, diversity and inclusion. Attend training, development and group training on topics of inclusive leadership.
  • Demonstrate leadership, organizational, and communication skills.

  • Define, implement, and maintain best practices

  • Resolve internal and external customer issues locally or escalate to the appropriate leadership level for assistance with resolution

  • Prepare and support individuals and team for organizational changes as needed.


Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.

Minimum Qualifications:


  • Ten (10) years' experience that includes a combination of IT experience, program/product management, or product ownership of large, complex programs, platforms or products; and
  • demonstrated relationship building and management skills, negotiation, collaboration, communication, and organizational skills.
  • Experience must also include:
    • Three (3) years managing a team of consulting or professional services professionals
    • Two (2) years as a product owner/program manager or five (5) years plus of managing large, complex programs or technology teams.
  • Excellent verbal, written, presentation and facilitation skills and a proven track record of communicating at all levels within IT and the business.
  • Bachelor's degree in Business, Management, Information Technology or a related field.

Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.

Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.

Additional, appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.


Preferred Qualifications:

  • Experience working within the OIT CCO organization
  • Experience working as a Consultant or Solution Engineer
  • Experience with customer service, engagement and consulting at all organizational levels
  • Excellent and proven ability to thrive in ambiguous situations

  • Experience working through the lens of User Experience and Human-centered design and methodologies

Conditions of Employment:


OIT employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

This position may require on-call duties as needed by the position.

OIT ONLY RECRUITMENT : This recruitment is open only to current employees of the Office of Information Technology.

If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
