Job Summary:
The Department of Economic Security seeks an experienced and highly motivated individual to join our team as a Managing Analyst with the Division of Financial Operations, Financial Services Administration supporting the Division of Developmental Disabilities (DDD).
Job Duties:
Responsible for all forecasting, analysis, Federal reporting, and fiscal monitoring of assigned programs.- Provides financial expertise to DES and programmatic management and Federal and other grantors on Federal regulations and reports, financial forecasts, and programmatic trends for assigned programs.
- Mentors, trains and monitors new Financial Analysts, reviews work prepared by the financial support team, completes high-level analyses, and ensures accuracy and timeliness of deliverables.
- Identifies fiscal issues with potential negative impacts on the DES, and partners with customers to develop and implement solutions to current and future problems.
- Provides comprehensive financial expertise to Division management, DES executive leadership, and other external partners, such as the Governor’s Office of Strategic Planning (OSPB) and the Joint Legislative Budget Committee (JLBC).
- Tracks and monitors expenditures for compliance with all Federal and State rules, regulations, and policies and interprets grant terms and conditions.
- Coordinates fiscal matters across Divisions in preparation for the DES formal annual budget request.
Knowledge, Skills & Abilities (KSAs):
Knowledge of budget and legislative processes.- Knowledge of principles and practices of administration with special reference to the organization, fiscal management, and budgetary control.
- Knowledge of statistical analysis and theory.
- Skill in oral and written communication of complex concepts.
- Skill in proficiency in statutory and rule interpretation, issues identification, and resolution.
- Skill in comprehension, analysis, interpretation, and reconciliation of complex financial data, including forecasts and projections.
- Skill in organization and prioritization of multiple complex projects.
- Ability to Interact with a diverse audience on a professional level.
- Ability to develop annual budget requests for assigned areas consistent with the DES mission, vision, and values.
- Ability to set workflow priorities of assigned areas.
- Ability to use computer programs and software.
Selective Preference(s):
Bachelor's degree in Accounting, Finance, Economics, or Business Administration, or a Master's degree in Business Administration, Public Administration, Accounting, Finance, or Economics from an accredited college or university.- Five or more years of experience in areas such as budget preparation, analysis and control, funding, and financial reporting.

Individuals may be required to use their personal motor vehicle.

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State-sponsored retirement contribution plan, and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS-defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
