INTRODUCTION:
This classification promotes community health and wellness by assisting individuals and families in receiving County medical services through our Mobile Clinic Program. The purpose is to create healthier communities by partnering with community organizations and school districts throughout Tillamook County to provide culturally appropriate health and wellness services, education, and screenings directly to those who might otherwise lack access to preventive care, behavioral health, or dental services.

Examples of Essential Duties

(Duties assigned to this classification include, but are not limited to, the following examples. Any one position may not perform all listed tasks.)

  • Safely operate and drive a 40-foot recreational vehicle (RV) to various designated sites. Possess ability to set-up, operate, load and unload RV equipment (leveling jacks, generator, HVAC unit, shore power, water tanks) and prepare RV for use at designated sites (training provided).
  • Inspect equipment daily for damage, equipment failures, and safety items to ensure the safe use of the equipment while performing assigned duties. Ensure equipment is fully charged, water and fuel levels full, (fill gas tank as needed with County gas card), prior to delivering RV to service site. Fill out, in writing, the Daily Driver Vehicle Inspection Report (DVIR). Possess ability to perform shut down procedures, perform clean-up services, and empty garbage. Other duties as assigned.
  • Driver needs to be safe, courteous, and professional. Driver serves as a professional representative of Tillamook County Community Health Centers (TCCHC). Driver will need to pass a background check and be HIPAA certified, and complete other required training. Driver must possess a current Oregon driver’s license, have a clear DMV record, and show proof of valid insurance.
  • Acts as registration staff for Mobile Clinic provider and support staff throughout Tillamook County.
  • Add, update, and maintain current patient information in the EPIC or in a similar Electronic Health Records database.
  • Provide information to patients regarding patient rights and responsibilities, fee discount schedules, and insurance benefits.
  • Ensure clients seeking services have completed required medical forms. Provide assistance if necessary. Verify that the information which has been supplied is correct and current.
  • Use a broad understanding of health care resources to conduct intake interviews and screen new patients for program eligibility, discount scheduling, and to identify barriers to accessing services.
  • Processes medical records requests, subpoenas, and various requests from insurance companies.
  • Receive, open, date stamp, and distribute mail, reports, requests, or files when recipient is easily determined. Package and mail specimens and perform required record keeping.

Typical Qualifications

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge: Knowledge of operating and driving a 40-foot RV or equivalent vehicle. Six months experience driving a commercial vehicle (RV, bus, ambulance, fire truck, or other large vehicle). A safe driver with a valid driver’s license and no more than 2 moving violations in the past 3 years. No convictions for driving under the influence of alcohol or any drugs within the past 10 years. Knowledge of general office practices and procedures including filing, word processing, and record keeping. Knowledge of the organization served, its terminology, and its workflow to employ the correct set and sequence of tasks, steps, or operations. Extensive knowledge of rules, procedures, and operations of business practices to perform the more complex, interrelated, or one-of-a-kind clerical processing procedures.

Skills: Skill in the use of various software systems such as word processing, spreadsheets, and databases. Skill in the operation of office equipment such as copiers, fax machines, shredders, microfilming, cameras, and postage meters. Skill in human relations and effective communication skills. Skill in problem identification and resolution techniques. Skill in driving.

Abilities: Applicants must demonstrate the potential ability to perform the essential functions of the job as outlined in the position description. Able to independently follow established guides and instructions. Able to communicate effectively in oral and written form. Able to prioritize work and manage time effectively. Able to courteously meet and deal with other employees, committee members, vendors, consultants, outside agencies, and the public. Able to make independent decisions under general guidelines. Able to prioritize own work and serve as a trainer or consultant for lower classified staff.

REQUIRED EDUCATION/EXPERIENCE:
Two years of progressively responsible office or clerical experience with six months in the program or general area in which the position is located (i.e., health care, tax assessment, emergency management, etc.). Two years of education above the high school level may be substituted for experience. Some positions may require fluency in Spanish.
At time of appointment, must possess a valid Oregon driver's license and maintain an acceptable driving record.
Must pass a pre-employment criminal history background investigation.

SUPERVISORY RESPONSIBILITIES:
Positions at this level perform varied work assignments, make decisions, and take action under minimal supervision.

Extensive guidelines in the form of instructions, manuals, regulations, and procedures apply to the work. The employee must use judgment in locating and selecting the most appropriate guideline for application to the circumstances of the case at hand.

Tillamook County offers a generous benefits package to regular employees working 20 hours or more of the regularly scheduled work week.

Part-time regular employees working more than 20 hours but less than 40 hours will receive a pro-rated amount based on their regularly scheduled time.

Employees are eligible for insurance benefits the first day of the month following a full 30 days of employment.

The County contributions are based on the employee's gross monthly salary; earning an 8% annual interest.
