This vacancy is for a Program Manager (Public Notice Flyer) in the Economic Development Administration within the Department of Commerce.
Duties
Duties
As a Program Manager (Public Notice Flyer), you will perform the following duties:
- ARPA Implementation Oversight: Oversee the strategy and implementation of all of the ARPA programs. This includes overseeing and managing the teams who will perform the functions, including but not limited to:
- Providing technical assistance to applicants and awardees to ensure maximum participation in EDA programs.
- Ensuring timely and accurate disbursement of funds.
- Developing processes and reporting to monitor awardee progress against set goals and milestones.
- Developing and implementing appropriate internal controls to appropriate manage risk, fraud, waste, and abuse, as well as to ensure compliance with appropriate regulations.
- Monitoring and measuring the impact the ARP programs have on regional economies and regions; and
- Developing and managing a process and system to coordinate interagency efforts related to ARP (e.g., outreach, co-investment, application referrals).
- Project Management: Effectively run a project management team and office that will continually have a pulse on the status, metrics, success, issues, barriers, etc. of the various ARPA programs. This includes but is not limited to:
- Regularly maintaining an up-to-date dashboard on the key metrics to monitor progress and potential issues for the ARPA programs;
- Appropriately taking action to address issues or escalating issues with the implementation of any of the ARPA programs;
- Effectively coordinating grant management processes and decisions across ARPA programs;
- Ensuring all grant funds are distributed in a timely and effective manner.
- Team Management: Oversee and manage a team of approximately 5-10 direct reports and coordinate with a team to effectively implement EDA's ARP programs.
- Be able to effectively work with and assign tasks to indirect reports
- Measurement and Evaluation: Develop and implement systems and processes to measure and evaluate the effectiveness of the various ARP programs. This includes but is not limited to:
- Developing metrics to track and monitor the effectiveness of each ARP program.
- Developing and putting in place a process to collect the key data and metrics to evaluate effectiveness of ARP programs.
- Determine a means to take the data collected and package in a format for external use.
- Financial Management and Budget: Work closely with the CFO's office to manage the finances and budget for the ARP programs and ensure the ARP program stays within budget and has sufficient resources to be effectively carried out.
- Risk management and Compliance: Develop, implement, and oversee the risk management and compliance functions for the ARP programs to reduce risk, mitigate fraud, waste and abuse and ensure compliance with appropriate regulations and laws. This will include working closely with EDA's Counsel and Legal team, as well as responding to requests and inquiries from the Inspector General, Congress, and other entities.
- Stakeholder Management: Effectively build and maintain relationships with key ARP stakeholders to ensure they are appropriately engaged on ARP implementation, including but limited to:
- Applicants and grantee organizations
- Special interest groups (e.g., minority-focused groups, economic development organizations, trade associations)
- Congress
- Other offices and bureaus within Department of Commerce
- Other federal agencies
- White House
- Thought leaders and researchers.
