PAY AND BENEFITS


Annual Pay Range: $69,154.62 - $87,595.45

Hourly Pay Range: $33.247415 - $42.113198

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS


Clackamas County Behavior Health Division is committed to continuing to lift up a strong, evolving, responsive spectrum of peer-delivered services.

The primary role of the Peer System Coordinator (Program Planner) is to serve as the point person and subject matter expert for the Behavioral Health Division’s (BHD) multiple peer service contracts. This is a collaborative position, working with partners within the Division and the County, peer service agencies, local and state workgroups, and advisory councils. Competitive candidates will have experience in similar collaborative roles, overseeing and monitoring contracts & reports, have a results-oriented technical aptitude, and first-hand lived experience as it relates to peer support services. Lived experience refers to having first-hand experience with mental health and/or substance use challenges. The word “lived” is used to differentiate from others who may have experience of working with people with mental health and/or substance use conditions, but have not personally lived with or through those challenges.

Required Minimum Qualifications/ Transferrable Skills:*

Per the Oregon Health Authority, (OAR 333-091-1010 & OAR 333-019-1030), this position is subject to the mandatory COVID-19 vaccine requirement. Prior to the start of employment, the selected candidate must provide proof of full vaccination or have an approved medical or religious exception in place with the County as a qualification of employment.

  • Minimum of four (4) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
  • Minimum of two (2) years' experience working as a PSS, PWS, or CRM.
  • Must be certified and in good standing as a peer support specialist, peer wellness specialist, or certified recovery mentor (PSS/PWS/CRM) as defined by Oregon Administrative Rules.
  • Must pass a post-offer, pre-employment drug test. Learn more about the County's drug testing policy.
  • Must pass a criminal history check which may include national or state fingerprint records check
  • Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. TYPICAL TASKS


  • Provide on-site oversight/consultation of all BHD's contracted peer programs, both embedded within the division's programs, and other programs across the county.
  • Work with community providers and the community at large to (a) identify current needs and ideas for peer services; (b) research and recommend opportunities to meet those needs (grants, partnerships, etc.), and (c) share/incorporate new and evolving ideas for effective and creative peer programs.
  • Represent Clackamas County Peer Services at Oregon Health Authority, Regional, CCO and County committee and planning meetings, advisory councils, and other peer service projects throughout the state.
  • Work in collaboration with BHD staff (including but not limited to Contracts, Finance, Procurement, and QM) on all aspects of procurement, contract development, and oversight to ensure deliverables are met.
  • Organize and chair steering and advisory committees for peer delivered services. Facilitate and/or participate in other committees and initiatives applying the peer lens during discussion and decision making.
  • Provide technical assistance to peer-run organizations providing services within Clackamas County, in service of a continually improving and responsive peer-delivered service system.
  • Facilitate the development of partnerships between peer-run organizations, other community groups, and existing social service systems.
  • Work with County partners to identify opportunities for public presentations (both within the County, and throughout the community) about peer services. Present information to the public and other agencies, and work with Promotion/Prevention and other BHD programs to identify such opportunities.

WORK SCHEDULE


This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off).

Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
