Job Description
Turner & Townsend seeks a Construction Engineer to oversee the construction effort on behalf of the Owner for our client’s large-scale Biotech manufacturing project.
The Construction Engineer is responsible for the delivery of the T&T service model and coordination with the client Project Director as it relates to Preconstruction, construction logistics, schedule management, safety, quality and compliance, cost assurance, document control, and construction reporting.
Job Responsibilities:
- Assists with pre-construction planning with design team and contractors, review site logistics layout for all construction activities, and coordinate with construction manager to administer and maintain efficient site operations.
- Reviews projected budgets and change orders for completeness and accuracy.
- Reviews and approves the phasing and construction planning developed by the contractor.
- Provides regular progress update on all field activities.
- Evaluates all field activities and recommends various cost/schedule saving methods.
- Resolves or expedites resolution of all technical issues in the construction process.
- Performs quantity survey to validate invoices and maintain compliance to an efficient project schedule.
- Prepares and submits weekly / monthly project reports and dashboards to internal and external stakeholders.
- Maintains close relationships with project stakeholders and support technical activities.
- Oversees all field activities on behalf of the Owner and ensures they are executed and completed in a timely, cost effective manner.
- Actively participates in the preparation of cost and schedule reviews and peer review activities.
- Procurement of vendors, materials and contractors for best pricing, efficiency and/or time savings; ensure that procurement of materials, supplies and equipment meet project specifications, requirements and quality.
- Supports client with contractor development and overall purchasing strategy. Responsible for execution of defined strategy.
- Conduct kick off and regular meetings with key project stakeholders (architects, engineers, suppliers, contractors).
- Help to establish the success criteria of the project, including time, cost, technical, and quality performance parameters.
- Support the review process of RFI’s / RFQ’s in concert with cost controller for alignment within cost budgets.
- Ensures compliance with all organizational systems, programs, training, policies, and procedures as required and complies with relevant legal mandates. Seeks guidance as necessary.
- Maintains knowledge of all contract terms, permits and legal requirements.
- Actively supports and participates in the safety program, oversees incident investigations, reviews and approves daily Job Tasks and Work Permits.
- Works with CM to develop initiatives to support the overall safety program.
- Identify unsafe practices, implements Stop Work Authority if necessary.
- Identify and ensures that the appropriate line manager is aware of quality, safety, health and environment issues.
- Carries out all responsibilities in an honest, ethical and professional manner.
- Fulfills essential job functions in a consistent state of alertness and safe manner.
- Maintain the PEP work plan and report progress on a regular basis.
- Monitor and manage scope changes, and bring all schedule and cost changes to client Project Managers for final approval.
- Supports in resolving contractor claims / issues and provide recommendation.
- Mediates between key suppliers as appropriate.
- Conducts regular site safety and quality reviews during construction execution.
- Captures lessons learned and best practice.
- Oversees construction documentation for final project turn over packages (MOC certifications, Vendor Documentation, Weld Logs, Slope maps, passivation records, HEPA certifications, calibration certifications,…)
- Supports client with operational readiness to prepare for commissioning, qualification, validation and transition of ownership.
- Validates all as-built drawings have been received and catalogued.
- Validates all open items related to the contractors have been closed out.
- Handles various other duties as requested by the Client and Executive team.
Qualifications
Skills and Qualifications:
College and/or Graduate degree in Engineering, Construction Management with a Technical Focus, Quantity Surveyor, or related field.
- OSHA 30 certification
- Demonstrated experience in commercial manufacturing and high-tech construction.
- Minimum of ten (10) years of construction experience required.
- Good technical experience in all cost management areas; pre-contract, post contract and final account management.
- Experience leading construction oversite on medium or large sized construction projects of medium to high complexity.
- Good knowledge of construction industry technical matters, such as rigging, construction quality, safety and value engineering.
- Proficient with Microsoft Office, Navisworks, BIM360, Prolog, and/or other related computer software.
- Demonstrate solid presentation, verbal, written, and communication skills.
- Good organization skills, ability to multi-task, and be a team player.
- Experience with advising clients on value management, value engineering, and life cycle costing.
- Ability to execute based on best practices learned from on-the-job experience.
