With latitude for independent initiative and judgment, NYC Emergency Management seeks a candidate responsible for supporting and overseeing the coordination of contracts that relate to mitigation and recovery projects funded through different federal grants. Under the direct supervision of the Agency’s Chief Contracting Officer (ACCO), the selected candidate will support the contract oversight and coordination for resiliency projects, procurements, and financial tracking. The role will work directly with the agency’s ACCO, Deputy ACCO, Executive Director of Finance, and Risk Reduction and Recovery (RRR) Division. This newly created, grant-funded position will support over $10M in CDBG-DR funding awarded to NYCEM for post-Ida work to support the development of initiatives that will support the City’s recovery and preparedness for future events. In addition, the role will work closely with the Mitigation Technical Assistance Team in the Risk Reduction and Recovery Division. The Mitigation Technical Assistance team is focused on maximizing mitigation funds into the city by providing technical assistance to agency partners on applying, securing, and implementing FEMA hazard mitigation grants.

The Recovery and Resiliency Contract Manager will:
  • Support and provide contracting guidance for NYCEM staff and City agencies seeking to use the NYCEM contracts for resiliency and Ida recovery work.

  • Support NYCEM’s Mitigation Technical Assistance Team, Legal, Procurement, and Finance Units with developing best practice job aids for mitigation grants for City partners, in coordination with OMB, Law, MOCS, and other entities as needed.

  • Maintain expertise in requirements and reporting to support the procurement and financial tracking of HUD CDBG-DR-funded projects at NYCEM.

  • Monitor and track contract utilization for recovery and resiliency projects, with a focus on budget tracking, compliance, and efficiencies. Prepare briefings and analysis reports as needed.

  • Support NYCEM program teams to navigate procurement and contract management for all resiliency related projects, specifically those with CDBG-DR and FEMA Hazard Mitigation Assistance grants.

  • Support quarterly progress reports submissions, packaging reimbursement requests, and other administrative tasks.

  • Prepare documentation for solicitation of goods and services; checking specifications for adequacy; analyzing bids and proposals for fair and reasonable pricing and/or responsiveness; and assessing whether bidders are responsible.

  • Assist (Deputy) ACCO to gather information required to create Request for Proposal (RFP) documents for all contracts, assist in RFP process, drafting solicitations, and conducting responsiveness checks and quality assurance reviews for submitted evaluations.

  • Serve as point of contact for program teams to facilitate successful use of funding for contracting services.

Minimum Qual Requirements

1. A master’s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences or related field and one year of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or
2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in the areas listed in “1” above; or
3. A four-year high school diploma or its educational equivalent approved by a state’s
department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in the areas listed in “1” above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.

  • Ability to explain technical information to diverse stakeholders.
  • Demonstrated experience in disaster recovery, procurement, hazard mitigation, climate adaptation, grant management, project management (ideally three years+).
  • Strong analytical skills and ability to synthesize information and provide decision-making support based on quantitative and qualitative analysis.
  • Demonstrated ability to manage multiple projects and provide project management and organizational support within specified deadlines.
  • Ability to work well within a team structure while maintaining independent latitude for good judgement.
  • Be creative and flexible and thrive in a workspace that requires innovative approaches to technical and complex rules.
  • Ability to work independently as a self-motivator and to motivate others.
  • Experience in a related field, such as compliance, oversight, monitoring, or auditing is preferred.
  • Obtain working knowledge of applicable Federal, State, and City rules and regulations.

This effort is led by the Risk Reduction & Recovery Division, part of the Planning & Resilience Bureau, which is focused on bridging long-term strategies to reduce NYC’s risk with actionable operations and programs.

The Procurement Unit is responsible for providing management, oversight, review, and support of all procurement functions at NYCEM. NYCEM procurements are governed by the City Charter and the City Procurement Policy Board (PPB) Rules.
