The VP for Research is seeking a Research Conflict of Interest Administrator. This is a full-time (1.0 FTE ), 12-month, professional faculty position.

The Administrator is a program manager and will have an exciting opportunity to strengthen and mature the RCOI program at a major R1 institution and to work in an important and evolving area of research compliance. The Administrator will think strategically, operationally, creatively, and flexibly as they administer the RCOI program, promote research integrity, and support Oregon State University (OSU) researchers and compliance with Federal requirements.

The Office of Research Integrity (ORI), within the Research Office, support OSU’s commitment to exceptional research by collaborating with faculty, staff, and students to help ensure that research is conducted ethically, to high professional standards, and in compliance with regulatory requirements. The RCOI Administrator will work alongside a team of compliance and regulatory experts in ORI and will lead our RCOI program. The Administrator provides leadership, programmatic oversight, and advice in identifying and managing conflicts of interest that may influence the design, conduct or reporting of OSU research. The Administrator implements and manages policies and processes for collecting financial disclosures from researchers, identifying and managing conflicts, and disseminating and tracking RCOI training obligations. The Administrator uses independent judgment to interpret and apply relevant regulations and policies and advises leadership in the Research Office and University on relevant matters.
The Administrator supervises staff and partners with others across the university on issues related to conflicts of interest, commercialization and innovation, awards management, faculty affairs, conflicts of commitment and state ethics. The Administrator will utilize a new electronic research administration system to manage RCOI functions and will partner with colleagues in the Research Office to continue to implement and optimize this system. The Administrator will also partner with offices across the university to address the changing federal requirements around managing outside interests and promoting research security.
The Administrator reports to the Associate Vice President for Research Integrity (AVPRI).

Position Duties
55% – Research COI Program Management
  • Manages and oversees all aspects of the Research COI program.
  • Serves as the primary point-of-contact at the university for research-related conflicts of interest.
  • Develops strategic plans, prioritizes efforts, and executes short and long-term programmatic goals.
  • Develops and implements processes for ensuring compliance with research COI requirements, including tracking and reviewing financial disclosures and training requirements.
  • Matures and maintains an efficient and effective program that optimizes workflow and is responsive to changing federal regulations or requirements.
  • Evaluates RCOI disclosures, assesses information against regulations and policy, makes decisions about the presence or absence of conflicts, and develops and follows escalation procedures to promote compliance.
  • Drafts and oversees the development of management plans or other management instruments, and works with researchers and their leadership to implement them.
  • Oversees record management systems and processes related to disclosures, reviews, management, and training.
  • Works as part of a research office team to implement a new electronic research administration system


15% – Staff Management
  • Supervises COI coordinator, including planning/assigning work, prioritizing efforts, reviewing/approving work products, and conducting performance evaluations.
  • Promotes work-life balance and supports mentoring, professional development, and other opportunities for the staff development.
  • Is committed to growth as a manager and utilizes campus training and other resources to strengthen supervisory and management competencies.

15% – Coordination and Regulatory Compliance
  • Coordinates with other units within the Research Office. This includes OSU Advantage, to manage conflicts that can arise from engagements with private-sector partners; and the Office of Sponsored Research & Awards Administration, to ensure RCOI compliance is well-coordinated with award management functions.
  • Works effectively with other university partners, including the Office of Audit, Risk, & Compliance, the Office of General Counsel, Office of Export Controls and International Compliance, Faculty Affairs, and Human Resources to understand the range of outside interests that could arise for researchers and determine how to address them appropriately.
  • Recommends, leads and participates in the development of institutional and Research Office policies and procedures pertaining to research conflicts of interest.
  • Remains abreast of and responsive to changing federal regulations and requirements, including those related to disclosures of outside interests and research security, updating policies and processes as necessary.
  • Analyzes data and prepares reports required for regulatory compliance, research office leadership, and university leadership.

10% – Outreach, Training and Communication
  • Regularly communicates and engages with research office leadership and campus colleagues on topics related to research COI
  • Develops and oversees effective outreach and education efforts.
  • Oversees the content and tracking of online RCOI training. Oversees the RCOI webpages, guidance materials and other resources for researchers.

5% — Other Duties as Assigned by the Associate Vice President for Research Integrity
Minimum/Required Qualifications
  • Bachelor’s degree from an accredited university
  • Five (5) years of experience in administrative roles within higher education or other highly regulated environment
  • Experience working in research ethics, compliance or administration, including but not limited to research COI, animal welfare, human subjects protection, research integrity, contracting, award support or processing.
  • Collaborative problem-solver who eagerly approaches compliance as a partnership
  • Demonstrable commitment to promoting and enhancing diversity
  • Experience developing and/or delivering training, educational materials, and related resources
  • Experience leading or substantively participating in successful, strategic, programmatic, and/or organizational changes
  • Ability to understand, interpret, apply and adapt to federal regulations and policies
  • Ability to set long- and short-term goals and appropriately manage competing priorities, while continuing to advance programmatic goals
  • Effective communicator; able to effectively convey information to varied audiences, both verbally and in writing
  • Demonstrated proficiency in relevant computer applications or software similar enough to ensure a short learning period

  • Ability to work in-person in Corvallis, Oregon in some capacity
  • Direct supervisory experience
  • Advanced degree or terminal professional degree

  • Starting salary within the salary range will be commensurate with skills, education, and experience. The anticipated starting salary will be $86,688-$110,000.
