Under general supervision, an employee in this class supervises a staff responsible for administering contracts and related materials and/or performs complex administrative duties relating to contract analysis, compliance and budget maintenance. Duties may include responsibility for overseeing the drafting and implementation of contracts in accordance with local, state and federal rules and regulations and/or the development and review of appropriate insurance specifications. Supervision may be exercised over various levels of clerical and professional personnel. Work is reviewed by an administrative supervisor through frequent conferences, reports and observations of the effectiveness of the operation.

Key Elements Of The Role:
The Senior Contracts Examiner position supports Suffolk County’s strategic and operational objectives in the following way:
  • Providing support in the development, implementation and oversight of Suffolk County’s procurement policies, processes and programs
  • Help implement the most innovative, customer-responsive public procurement practices allowed by state statutes and federal Laws and all applicable regulations.
  • Provide consultation and technical assistance to Suffolk County employees and vendors on routine and complex, large-scale public procurements and acts as a liaison between County Departments and the law Department on procurement matters.
  • Assist the Contracts Management Coordinator in the managing of contracts and legal documentation between the County and its vendors by coordinating every aspect of the contract function from reviewing and approving contract terms to coordinating deadlines, across a wide range of goods and services which the County departments are purchasing. These will include fixed price, cost-reimbursable and time and materials based contracts. The role will also work with County departments’ Contract Examiners to assist with Contract compliance to ensure departments’ contracts and supporting procurement documents are entered into the County’s Contracts Lifecycle Management System (CLMS). Enter contracts into CLMS; index, scan and link documents to correct department, department contact and supplier file(s). Ensure changes are properly captured in CLMS.
  • Support the implementation and administration of the contracts module of the new County procurement software platform, and maintaining the repository of the County’s contractual documents both paper and electronic. Record and track all executed contract transactions; track and report on planned, in-process and executed contracts. Responsible to create and maintain County Contract templates and promote their use. Responsible to develop metrics and provide monthly reporting. Additionally, responsible for identifying opportunities to improve contract processes and devise plans to implement these changes. Responsible for auditing existing contracts and overseeing contract modifications.
  • Communicate known supplier performance issues to appropriate Purchasing Agent in Central Procurement. Gather supplier correspondences from Central Procurement and/or departments’ Contract Examiner and enter into CLMS. Run CLMS reports for distribution to Contracts Management Coordinator, Central Procurement and department Contract Examiners. Work with Contracts Management Coordinator on Contract Closeout activities. Maintain current list of department Contract Examiners.
  • Advise Contract Examiners of County’s Record Retention Policy and disposal requirements. Work with CLMS Applications Specialist to purge contracts that have exceeded County’s retention policy from system.
  • Work with Central Procurement to collect procurement records for FOIL requests.
ESSENTIAL KNOWLEDGE SKILLS, ABILITIES:
  • Thorough knowledge of federal, state and local regulations pertaining to contracts Thorough knowledge of the principles, practices and techniques of contract administration
  • Thorough knowledge of contract terminology and procedures
  • Thorough knowledge of the principles and practices of the insurance field
  • Knowledge of auditing procedures applicable to government contracts
  • Ability to analyze complex data and statistical information to prepare comprehensive statistical reports
  • Ability to establish and maintain effective working relationships with various agencies
  • Ability to supervise the work of a clerical and professional staff in a manner conducive to full performance and high morale
  • Ability to express oneself clearly and concisely, both orally and in writing
  • Courtesy; tact; physical condition commensurate with the needs of the position.
OTHER HELPFUL SKILLS AND EXPERIENCE (BUT NOT REQUIRED):
  • Juris Doctorate from an accredited law school
  • Certification(s) in contract negotiation

MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a New York State or regionally accredited college or university with a Bachelor’s Degree and four (4) years of experience in contract administration and interpretation; or,
(b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and eight (8) years of experience in budgeting, accounting, contract administration, claims processing, or non-clerical insurance or risk management experience, four (4) years of which must have been in contract administration and interpretation; or
(c) An equivalent combination of education and experience as defined by the limits of (a) and (b)
PROMOTIONAL
Two (2) years of permanent competitive status as a Contracts Examiner or Insurance Contract Analyst.
This Role Is A Provisional Appointment
A provisional appointment, which occurs only in the competitive class, is a temporary appointment to a position for which no eligible list exists or for which an eligible list exists with fewer than three candidates who are willing to accept the position. In order to become permanent, the employee who is provisionally appointed must take the next examination for the position in question. The appointment to the position is then made from among the three highest scoring passing candidates who indicate their willingness to accept the position. Civil Service law does not compel the appointing authority to choose the provisional employee should he or she be one of the three candidates.
