SITUATION IN ORGANIZATION

This position reports to the Director, Strategic & Regional Procurement within the Goods and Services Purchasing Department. This position has management responsibility for three to five Regional Purchasing Managers.


JOB DIMENSIONS

  • The Sr Manager, Regional Category Management, has indirect goods and services purchasing responsibilities for all U.S. based Arkema Inc. sites (30+) with an annual spend of ~$100 million.
  • Lead, develop, and retain a professional staff of consisting of 3-5 full time employees.
  • Primarily responsible for planning and execution of procurement strategies for engineering, equipment and construction services on small capital projects (<$2M), with a total annual spend of approximately $50 million.
    • Support development of processes to consolidate and forecast procurement resource requirements for small capital projects.
    • Support development of processes for compiling and maintaining the GASP capital forecast for small capital projects that require procurement support across Business Units and Staff groups.
    • Responsible for the design and execution of sourcing strategies for all small capital projects in the U.S.
  • Primarily responsible for planning and execution of procurement strategies for local and regional goods and services categories), with a total annual spend of approximately $50 million, excluding large and mid-size capital projects and most national and global Strategic categories
    • This position will be assigned category responsibilities and team will have responsibility for Capital, and regional category management for Plant Goods and Services categories.
    • Develop and implement site, regional strategies for goods and services categories across the enterprise to reduce total costs, optimize value from suppliers, improve purchase processes, and meet internal customer requirements.
    • Responsible for driving alignment and collaboration with U.S based business units, corporate functions and sites with strategic procurement and other regional category strategies as part of central led procurement team, and departmental objectives.
    • Ongoing supplier management and contract ownership, including identification of cost savings opportunities and manage supplier base to achieve agreed upon performance metrics.


KEY ACTIVITIES AND RESPONSIBILITIES


Site Specific and Regional Sourcing Strategies for Operating Expenditures (OPEX) (30%)

  • Lead the Regional Managers to drive strategic and tactical solutions by providing decision support data/materials (market data, financial analysis) with a vision of total cost management
  • Oversee and ensure implementation of negotiations with identified suppliers for contract completion and key performance requirements. Negotiate value-driven contracts with identified suppliers, and complete the validation of supplier savings for the execution of regional OPEX sourcing strategies for existing and newly identified categories in order to meet or exceed targeted savings goals..
  • Provide Purchasing leadership for assigned plants, regions. National and strategic category management includes initiatives with total cost > than a million USD, and ongoing Gulf maintenance and Turnarounds (~20 million annually).


Site Specific and Regional Sourcing Strategies for Capital Expenditures (CAPEX) (30%)

  • Manage the Regional Managers ensuring efficient use of available resources to maximize level of indirect procurement support provided on small capital projects including quality of performance, issue resolution, and scheduling of contractor services to satisfy project schedule requirements.
  • In collaboration with Business Units, plants, Strategic and Engineering & Technology teams compile cross business capital requirements for all capital projects, determine spend leveraging opportunities, and to arrange procurement resources to support project requirements.
  • Document and validate supplier savings, including consignment and other savings programs.


Collaborative Actions (30%)

  • In collaboration with key stakeholders, project sponsors and the Law Department, negotiate OPEX and CAPEX contracts with selected suppliers, including optimizing commercial terms, and compliance with purchasing policies and procedures, ethical practices and adherence to relevant laws and regulations.
  • Meet regularly with Business level and plant level management to provide KPI reports and receive feedback on Group effectiveness
  • Manage multiple suppliers for long-term relationships and continuous value add (competitiveness)
  • Provide mentoring and guidance to team to ensure talent development and retention.
  • Execute supplier cost improvement programs and report savings and other metrics, consistent with department, objectives and category strategies, as part of ongoing supplier relationship management
  • Participate as a member of national and global cross functional teams to assist in development of local requirements, purchasing strategies, and implementation of the strategies for OPEX and CAPEX projects.
  • Analyze and execute (after analysis of market, customer requirements, pricing, category etc.) strategy for delegated categories and specific local buys.
  • Lead and implement process improvement projects in order to implement world-class purchasing practices and technology including e-sourcing, on-line auctions etc.
  • Ensure compliance with purchasing policies and procedures, ethical practices and adherence to relevant laws and regulations.


Team Management (10%)

  • Manage Regional Purchasing Team, ensuring efficient use of available resources to maximize level of regional purchasing support provided. This includes ensuring quality of performance, execution of sourcing strategies, , expediting delivery of equipment and scheduling of contractor services to satisfy project schedule requirements.
  • Provides mentoring and guidance to Regional Purchasing team to ensure Talent Development and retention.


CONTEXT AND ENVIRONMENT

  • This position focuses on leading the development and execution of plant and regional goods and services category strategies as well as the development and execution of category management and sourcing strategies for capital projects (excluding major capital) including engineering, equipment and construction services, securing supply, optimizing cost and schedule, and meeting project requirements.
  • This position is accountable for generating cost savings, using qualified suppliers, streamlining the strategic purchasing process, improving the adherence to Goods and Services processes and procedures and improving internal customers’ satisfaction.
  • Supplier management and Services Level Agreements with Arkema key sites is required including metrics and business reviews. Communication and involvement of national (plant) team members on an ongoing basis is critical. Integrate the supplier into operational process of Arkema, including Sustainable and Cybersecurity requirements.
  • Subject matter expert for assigned categories, as well as applying industry best practices to the sourcing of regional goods and services. Provide decision support data/materials (market data, financial analysis) with a vision of total cost management
  • Engage with senior manufacturing and engineering personnel in the U.S. and globally, including Manufacturing Directors and Plant Managers, Engineering & Technical Directors, Senior Managers, and Lawyers on a regular basis. Illustrate strength as a communicator and team player, well versed in the details but also capable of communicating to all levels of the organization the goals and results among the team.
  • Periodic travel to Arkema sites and vendor locations will be required in the range of 20-30% of overall role.
  • Supports the site HES policy and complies with all regulatory and internal requirements
  • Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.)
  • Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents


REQUIRED EDUCATION/QUALIFICATIONS /WORK EXPERIENCE

  • BS in Engineering, Business Management or Technical Field required. MBA preferred.
  • Minimum of 3 years supervisory/managerial experience with progressive leadership experience delivering year over year improvements (remote personnel management preferred)
  • Minimum of 10 years experience in goods and services Procurement and capital strategies, preferably in an industrial environment
  • Significant track record of savings achieved through innovative procurement programs and tactics
  • Excellent communication skills, verbal and written, and the ability to communicate effectively throughout several levels of the organization and with suppliers
  • Strong negotiation and contract skills, strong Supplier Management Skills.
  • Must be able to adapt to changing priorities, illustrate conflict resolution abilities and support high stakeholder service level satisfaction
