ABOUT THE POSITION

There are five (5) Senior Program Coordinator vacancies within Behavioral Health & Recovery Services (BHRS) and Public Health.

There are two (2) full-time regular hire positions within BHRS, Substance Use Services and three (3) full-time regular hire positions within Public Health

The first round individual interviews for BHRS & Public Health will be on May 4, 2023.

About The Positions:

1. Substance Use Services (BHRS): Marin’s Substance Use Services team (BHRS), which is within the Department of Health and Human Services, Division of Behavioral Health and Recovery Services, is committed to addressing substance use and related impacts in Marin County. The Substance Use Services team values collaboration and sees it as a critical component in effectively carrying out its objective to design, implement and manage an effective and culturally responsive continuum of prevention, intervention, treatment, and recovery support services. We believe that prevention works, treatment is effective, and recovery is possible. This is an administrative position working in small and dynamic high-performing team. The position is responsible for contract management including monitoring and evaluation of services, program planning, performing quality assurance activities, assessing compliance with relevant laws and policies, writing reports, and making policy and program recommendations to Division management and contractors. The position will also be responsible for assisting in system and program-level strategic planning efforts, providing training and technical assistance to community partners, and assisting with implementation and monitoring of Drug/Medi-Cal services.

2. Community Response Teams (Public Health): In response to the global pandemic, the Marin County Public Health Department established a collaboratively based, community driven, infrastructure to more equitably support response, recovery and resiliency against public health threats and priorities. This infrastructure is referred to as our “Community Response Teams (CRTs).”

The CRT’s focus on four regional zones: Novato, San Rafael, Southern Marin, and West Marin. Each zone has a lead Community-Based Organization, and those lead agencies work in tandem with their key partners to create as deep of a reach into their priority neighborhoods.

The CRTs have adopted data-driven, culturally sensitive strategies that promote activities to improve coordination across the county. This equity-based approach responds to the differences in populations in each zone, focusing on vulnerable, underserved, and marginalized residents. It is the CRT’s goal that its county-wide efforts lead communities to become more aware of and knowledgeable about public health threats, prevention and mitigation strategies, and learn where to seek support and resources.

The Senior Program Coordinator works within the Health & Human Services Department’s Public Health Division, under the direction of the Public Health Program Manager. The main area of focus is on the CRTs but this position also provides opportunities to support other Public Health priorities. The Senior Program Coordinator’s primary duties are to:


  • Serve as the lead for the Community Response Teams
  • Ensure the CRT deliverables and goals are met though ongoing monitoring and data analysis
  • Prepare and submits any local, state or federal reporting
  • Develop and define methods and metrics of evaluation, in close collaboration with the Epidemiology team
  • Work with internal County partners (Public Health, Media Team, Epidemiology, etc.) to help develop key Public Health messaging, including maintaining electronic communications such as dashboards, and webpages
  • Support and/or manage Public Health interns who contribute to the success of the CRT’s
  • Research and stay informed on evidence based best practices regarding community-driven and community-engaged strategies
  • Participate in any Public Health related research projects
  • Create and monitor contracts and Memorandums of Understanding, including tracking and processing invoices
  • Provides supervision and support to the CRT Program Coordinator.

3. OD Free Marin (Public Health): The OD Free Marin Senior Program Coordinator is part of the Public Health Division within the Health and Human Services Department (HHS) at the County of Marin. This position is responsible for leading the work of a complex community coalition made up of six action teams, a steering committee, a budget committee and a wide range of community and County of Marin stakeholders. The Senior Program Coordinator is also responsible for managing multiple funding streams and securing new funding through researching appropriate grant opportunities and completing grant applications.

The position executes contracts with external stakeholders to accomplish deliverables of OD Free Marin as well as manages the work of the action teams to define SMART goals and deliverables. In addition, the position is responsible for:
  • Researching and coordinating the implementation of best practices to reduce overdose death and drug misuse and abuse in Marin County
  • Evaluating and tracking metrics of the work of the coalition
  • Preparing required reports for funders
  • Representing the work of OD Free Marin through presentations at local, state and national conferences
  • Developing and delivering status reports to the Marin County Board of Supervisors and multiple community groups
  • Decision making on various initiatives related to the coalition within Health & Human Services
  • Leading media, outreach and communications for the coalition.

This OD Free Marin Senior Program Coordinator functions as the link between OD Free Marin and the Marin Prevention Network. They represent OD Free Marin as a member of Marin Prevention Network when collaborating with the HHS Substance Use Prevention Coordinator on several initiatives. This position is responsible for ensuring budgets are tracked and balanced and that spending is completed within fiscal year dates and deadlines.

4. Nutrition Wellness Program (Public Health):
The Nutrition Wellness Program’s Senior Program Coordinator is part of the Division of Public Health in the Health and Human Services Department. This position focuses on the implementation of equitable and evidence-based nutrition wellness strategies. This position is responsible for managing diverse funding streams and researching and implementing equitable policy, systems and environmental change programs in conjunction with educational supports to advance the goals of the Nutrition Wellness Program. The Senior Program Coordinator is also responsible for program deliverables including executing contracts with stakeholders, monitoring progress of program deliverables, data tracking, program evaluation, and reporting. The position supports diverse and complex community collaboratives with a steering committee, three action teams, and a communications and evaluation working group. The Senior Program Coordinator is responsible for collaborating with county partners to create equitable evaluation metrics to monitor progress and support the goals of the Collaborative. They lead event planning and implementation in alignment with community engagement strategies and maintain engagement of people of color, low-income and other marginalized communities. The Senior Program Coordinator supervises a program coordinator and volunteers and interns as needed. This position is part of a dynamic team that collaborates to meet the goals of the Nutrition Wellness Program.

All of these Senior Program Coordinator positions have the ability for a hybrid work schedule. And Health and Human Services has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. An option to telework up to three days per week and work the remaining days onsite in San Rafael, CA is available; however, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. While onboarding and training, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

The ideal candidate has demonstrated the ability to effectively lead and facilitate community-based collaborative work and is able to build trust-based relationships in the community.

For the Substance Use Services positions, experience in administering Drug/Medi-Cal, federal managed care and/or substance use services is ideal.

For the Nutrition Wellness Program position, experience working with low-income, Black, Indigenous and People of Color ( Bipoc ) and marginalized communities is ideal.

Equivalent to graduation from an accredited college with a Bachelor's degree in a field closely related to the assigned program(s) and three years of experience providing community, educational or related services, which one year includes responsibility for program administration, planning, monitoring and evaluation.

Additional related experience may substitute for the education on a year for year basis.

A graduate degree in a field closely related to the assigned program(s) is highly desirable.
