BRIEF POSITION SUMMARY
This position performs complex (journey-level) administrative and supervisory program work and will support the Texas State Guard (TXSG) recruiting and retention mission. Work involves establishing program goals and objectives; developing program guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving program goals; evaluating program activities; and coordinating program activities. This position will interact with organizational leadership at all echelons. Supervises the work of others. Reports to the TXSG Senior Recruiting Officer and works under general supervision with moderate latitude for use of initiative and independent judgment.
WORK HOURS: Monday – Friday, 8 hours a day, 40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
- Supervises the work of assigned program staff and provides training and technical assistance in the program area.
- Prepares, reviews, and evaluates reports on the effectiveness of program activities.
- Receives and reviews candidate applications from unit recruiters.
- Processes background checks for candidate applications.
- Coordinates the completion of Form I-9, Employment Eligibility Verification, with unit recruiters to ensure accuracy and compliance and coordinates with the State Office of Administration Payroll Office for completion of E-Verify status upon hire of TXSG candidates.
- Prepares and oversees the preparation of training manuals and educational and marketing materials to accomplish the TXSG statewide recruiting and retention mission.
- Confers with staff on program issues and problems to identify and implement solutions.
- Plans, implements, coordinates, monitors, and evaluates programs.
- Develops and recommends program guidelines, procedures, policies, and monitors compliance with policies and procedures.
- Consults with current and potential sources in identifying and recommending new methods and enhancements to recruiting procedures.
- Measures the effectiveness of recruiting, marketing, advertising, and communication programs and strategies.
- Coordinates and participates in the development of program goals and objectives.
- Coordinates and conducts special investigations, program analyses, and research studies, and recommends improvements.
- Gathers and analyzes cost and product information used in recruiting and marketing.
- May prepare and conduct seminars and presentations about assigned program area(s) for citizens, clients, staff, management, or elected officials.
- Assists in developing techniques for evaluating programs.
- Provides recurring recruiting reports to HQ TXSG.
- Performs related work as assigned.
- Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
- May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.
CONDITIONS OF EMPLOYMENT
- Applicants must have and maintain an active membership in the Texas State Guard as a condition of employment. Must be qualified for entry into or continued service in the Texas State Guard in accordance with all applicable regulatory policies. Candidates must meet age, education, aptitude, physical and character requirements for the TXSG. The State Military Specialist must wear the appropriate military duty uniform while engaged in their State service status.
- NOTE: If applicants are not currently members of the TXSG, they must be willing to join and become a member upon hire. ** The Adjutant General may grant an exemption from the requirement on a case-by-case basis.
MINIMIUM QUALIFICATIONS
EDUCATION:
- Graduation from a standard high school or equivalent is required.
PREFERRED EDUCATION:
- Graduation from an accredited four-year college or university with major coursework in marketing, advertising, business management, human resources, or a related field preferred.
EXPERIENCE:
- Two years of experience in recruiting, advertising, and/or marketing is required.
- Experience using Microsoft Office applications to include Word, PowerPoint, Outlook, and Excel is required.
PREFERRED EXPERIENCE:
- Experience working in a military environment is preferred.
- Three years of experience in recruiting, advertising, and/or marketing is generally preferred.
REGISTRATION, CERTIFICATION OR LICENSURE:
- Valid driver’s license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for driving state or personal vehicles to conduct agency business.
OTHER REQUIREMENTS:
- Membership in the TXSG is required. Must be a current member of the TXSG or eligible to join upon employment by TMD. The State Guard does not deploy outside the State of Texas.
- Must be able to meet certain physical requirements as identified by the position being selected.
- Must pass a criminal history check to join the Texas State Guard
- Must be able to obtain a Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85.
- The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

- Work a routine Monday through Friday schedule with evenings/nights/weekends as required to meet recruiting objectives / goals

- Travel up to 75% of the work week to attend recruiting and special events
PHYSICAL/WORKING CONDITIONS
Work is typically performed in a sedentary office setting involving sitting, standing and walking to perform job duties. This position requires up to 75% travel to subordinate TXSG unit locations. Work requires extensive use of a personal computer and telephone. This position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 50 pounds.
