Official Position Description:
Acts as staff specialist, District Traffic & Lighting Engineer (i.e., develops engineering policies & scopes projects concerned with unique or controversial problems which have significant impact on major organizational programs) within the Roadway Services Department to provide engineering expertise in the areas of operational traffic issues (e.g., traffic signing & pavement marking) & permanent traffic control devices to include guidelines, standards, & investigations. Coordinates traffic engineering functions for the District. Develops policies & implements procedures regarding review & approval of sign & signals & lighting designs. Responds to constituent complaint letters & analyzes operational issues that may cause complaints. Reviews special lighting & signal requests from townships & villages & prepares work orders for implementation by traffic &/or lighting field crews &/or contractors. Inspects complex structures (e.g., overhead sign & signal supports, control housings, village signals, interstate sign plans, advisory speeds, ball bank indicator, bridge attachments, site distances (laser gun), speed zones, tower lighting, mast arm lighting, lighting inspection to check for malfunctioning circuits, etc.) & makes recommendations for improvement. Reviews traffic & lighting regulations & makes recommendations. Researches new materials &/or technologies to improve district traffic & lighting operations. Develops a 2 year program for traffic & lighting related maintenance contracts. Supervises staff (i.e. completes performance evaluations, coaches staff & provides developmental opportunities, & approves leaves) for subordinate staff). Signs plans/or other engineering documents as a registered professional engineer.
Provides budgetary information to supervisor (e.g., annual traffic & lighting budget & traffic device repair & replacement estimates); researches & makes recommendations to assist with long- range planning for section. Evaluates sections engineering policies, reviews & recommends revisions, & approves & implements changes. Assists in formulation of goals & strategies to establish efficient practices. Analyzes work processes & recommends changes. Uses computer & related software (e.g., Microsoft Office) to provide reports (e.g., sign structure inspection, functioning lighting assessments, & traffic signal operation & goal setting) to supervisor.
Using a computer & related software (e.g., Microsoft Office), independently generates & signs name to external correspondence (e.g. inquiries, investigations, complaints & acknowledgments) to consultants governmental units, private industries & the general public on matters related to section’s activities. Coordinates operational traffic issues within the department. Attends conferences, seminars & schools. Meets with public officials & the public, & consultants with respect to traffic related projects & issues. Serves on appropriate committees as directed. Makes technical presentations to both internal & external groups.
- Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 2 yrs. exp. as group or project leader or supervisor providing work direction & training to employees engaged in engineering projects or 2 yrs. exp. in managing engineering research projects (i.e., managing research projects applies only to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.
