Seattle Public Utilities (SPU) is seeking a Public and Cultural Programs Manager (Manager 2) to lead a team of professionals at the Cedar River Watershed Education Center, oversee operations of the Education Center, manage cultural resources in the Cedar and Tolt municipal watersheds, and coordinate recreation programs adjacent to municipal watershed lands. This position will provide management and policy assistance to the Watershed Management Division Leadership Team, serving in a shared leadership model to provide purpose, support, and direction for watershed programs.

Job Responsibilities
- Manage the Watershed Education Program that provides educational programs for schoolchildren, families, and the general public about the source of their drinking water.
- Oversee Cedar River Watershed Education Center operations.
- Oversee management of the Cultural Resource Program to protect archaeological and historical sites and artifacts in the watersheds and comply with local, state, and federal laws.
- Lead coordination of Public Recreation Programs that provide recreational opportunities at Rattlesnake Lake Recreation Area, Landsburg Park, and other Limited Use Areas on the periphery of the municipal watersheds.
- Support management of the Cedar and South Fork Tolt Municipal Watersheds by representing the Public and Cultural Programs Section at leadership forums and participating in the Watershed Management Division's Leadership Team.
- Perform as a member of the Incident Command System's (ICS) Command Staff.
- Develop and deliver policy-level information on education, cultural resources, and recreation to City Council, to the General Manager of Seattle Public Utilities, and to the Leadership Teams of the Water Line of Business and the Watershed Management Division.
- Develop and manage the biennial O&M budget for the Public and Cultural Programs Section and the Capital budgets for specific projects; monitor and approve expenditures; prepare cash-flow updates and budget reports as requested.
- Supervise regular staff and oversee recruitment and supervision of temporary staff and volunteers at the Education Center; develop the Section's annual workplan, assigning lead responsibility for specific work tasks, monitoring, and reviewing work products, and providing employee feedback and performance reviews.

Qualifications
- Bachelor's degree in education, cultural resource management, archaeology, anthropology, public policy, communications, or a related field OR two (2) additional years of relevant experience.
AND
- Five (5) years of experience in program management in relevant areas of environmental or natural resource education, communications, cultural resource management, interpretation of natural and cultural heritage, and/or recreation program delivery, including two (2) years of supervisory experience.
OR
- Combinations of appropriate education, training, certification, and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.
Work Environment/Physical Demands:
- This position offers a unique environment with time spent indoor and outdoor in locations primarily at the Watershed Headquarters and Cedar River Watershed Education Center at Cedar Falls, near North Bend, Washington.
- Limited telework is available for this position, due to the public facing community service nature of the work.
- Work schedule may include evenings and weekends.
The ideal candidate has some or all of the following qualifications:
- Progressive experience with program management and supervisory responsibility.
- Washington State Teaching Certificate.
- Cultural Resource Technician Certificate.
- Strong experience working with diverse teams in a leadership capacity.
- Ability to be empathetic.
- Ability to embrace history to meet challenges of the future.
- Excellent verbal and written communication skills.

Workplace Environment (Telework Expectation):
Most work is performed in a normal City work/office environment; however, due to the ongoing pandemic and Covid-19 state and local restrictions, hybrid telework/office/field assignment work will be available consistent with HR guidelines, and as circumstances dictate. We continue to seek guidance from local public health agencies and will proceed accordingly with any necessary changed or needs regarding "workplace location" expectations.
This position allows for the flexibility of a flexible work schedule. Beginning November 1, 2022, employees will be required to come into the office twice a week. Individual schedules will be agreed upon by the employee and their supervisor.
