Job Summary:
The Shelter Director oversees the day to day operations, program development, and clinical operations of a DMH Dual Diagnosis Shelter for homeless individuals with co-occurring mental health and substance abuse issues. The Shelter Director contributes to Bay Cove’s mission by ensuring that the services provided are safe and effective, and that they are carried out in a manner that promotes the dignity and respect of each guest so that they can realize their goal of obtaining housing. This is an exempt position.

Supervisory Responsibilities:
  • Supervision and oversight of the Assistant Shelter Director, Clinician, Housing Specialist, Shelter Stabilization Workers, Nurse, and Per-Diem Staff.
Essential Functions of Position:
  • Oversees the referral, screening, and admission of each guest including maintaining a file of all referrals, scheduling and conducting screening interviews, coordinating admissions, orientating guests and their outside providers to Dual Diagnosis Shelter, and communicating with HOT and treatment team members about the status of referrals and admissions.
  • Engages in staff recruitment, interviewing, hiring, orientation, work assignments, supervision, progressive discipline, and performance evaluation in accordance with program and agency policy.
  • Oversees the progressive disciplinary process for Dual Diagnosis Shelter guests who do not adhere to shelter requirements including reporting to DMH, meeting with guests and their outside service providers to discuss violations, coordinating with outside providers to develop plans for planned and immediate bars or suspensions, and keeping in communication campus safety officers as needed.
  • Carries out task related to the day to day operations including staff scheduling, facilitating financial and budgetary procedures (such as petty cash and payroll), and proper implementation of clinical protocols.
  • Ensures accurate programmatic documentation such as assessments, individualized action plans, service notes, daily logs, bed registers, incident reports, weekly guest reports (medication refusals, absences, and tox screen results), safety plans, outcomes reporting, and any other documentation assigned.
  • Represents Dual Diagnosis Shelter at all necessary DMH forums.
  • Ensures that agency and regulatory standards are met and maintained, including inter-agency Quality Management audits, CARF, and MAP reviews.
  • Ensures the proper maintenance of the physical site in compliance with all state, federal, DMH, and Bay Cove regulations and requirements.
  • Carries out all duties expected of clinical and direct care staff when staffing levels necessitate, including assisting clients with activities of daily living, provision of supportive counseling, and case coordination.
  • Provide crisis assessment, prevention, and needed intervention during the business day and while on-call on nights and weekends as scheduled by providing on-call coverage on a rotating basis.
  • Complete other duties and tasks as assigned by supervisor.
Requirements for the position:
  • Masters in psychology or other human service field required. Bachelors-level candidates with over 5+ years of both supervisory experience and experience with the homeless dual diagnosis population will be considered. Pathways to Licensure offered.
  • Candidates with 7+ years of relevant work experience but without the above credentials who can demonstrate extensive training, skills and expertise which could substitute for academic degrees will be individually assessed.
  • Minimum two years direct care experience providing services to individuals who are chronically homeless and experience substance abuse issues and/or mental health issues.
  • Three years of experience in supervisory or management roles.
  • Department of Public Health MAP certification at the time of hire or within 90 days from date of hire in order to retain employment.
  • Demonstrated clinical, rehab, supervisory, leadership, program management, and organizational skills.
  • Professional written and oral communication skills and interpersonal skills.
  • Proficiency in word processing and other computer functions using Windows, Word, and Google Email and Apps.
  • Flexibility to work evenings and weekends on an as needed basis.
  • Valid driver’s license.

  • Ability to climb stairs and carry up to 40 pounds, as well as the physical capacity to assist people with mobility impairments as needed.
