Position Summary:
ABSC is seeking a Program Manager with a TS/SCI with CI Poly clearance in support of the NGA mission in Springfield, VA. Responsibilities Include, But Are Not Limited To:
Responsible for the successful cost, schedule, and performance of the contract.
Main point of contact for the Government Program Manager (PM), Contracting Officer (CO), Contracting Officer Representative (COR), and senior management.
Contributes to program efforts by monitoring cost, risk, schedule, and contract performance. Ensures efficient and effective execution of the contract.
Communicates with technical personnel and interpret technical status and progress to non-technical staff/customers to ensure progress, issues and risk are discussed and addressed early.
Develops, implements and manages project plans and schedules towards successful completion of predetermined long-range goals.
Manages contract including future task orders to attain optimal performance within contract cost and schedule parameters.
Ensures coordination with NSG enterprise offices to leverage existing enterprise capability.
Ensures robust user engagement to entice widespread adoption of capabilities through a superior product.
Ensures awareness of emerging technologies that provide cost, schedule and performance advantages.
Adjusts resource estimation at project inception; tracking progress and planning, re-planning and adjusting course based on both realities of team velocity and potential changes in user needs over the course of the project.
Uses point-based resource estimates from their Scrum Masters’ progress to track progress by charting team velocity and burn down.
Fulfills or oversees solution level and ART management functions in SAFe. Manages shared services and systems teams.
Establishes and implements roadmap, vision, milestones and metrics with government approval.
Experience Required for this Role:
Minimum 15 years of experience working in government IT development programs and 5 years of experience managing successful government IT acquisition programs.
Responsible for adherence to contract specifications, owns quality and timeliness of all contract deliverables, and develops solutions to complex problems requiring a high degree of ingenuity and innovation.
Able to develop and use exceptionally complex concepts and processes that span multiple organizations and disciplines.
Performs multiple tasks at specialist level.
Leads multiple junior/mid-level personnel.
Evaluates and recommends new technology and processes based upon cost, risk, mission.
Education Required for this Role:
Bachelor’s degree.
Demonstrated success delivering functional code to the government’s satisfaction using Agile design and development techniques.
Intimate knowledge of the SAFe methodology; SAFe Agilist or SAFe Government Practitioner certification preferred.
Demonstrated performance in delivering alpha and beta quality code to the government in timeframes less than one month and production of quality code in three-month timeframes.
Track record of delivering functional software via Agile development methods.
Experience managing Agile programs at the solution and release train level.
