Job Duties

The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as a Senior Construction Engineer in our Central Office Construction Division. This position is located in Richmond (City), Virginia. Position specific responsibilities and duties will include, but are not limited to:

The successful candidate will support, programmatic oversight for the Department’s construction program, train, and mentor Department staff on construction management best practices, constructability/bid-ability reviews, work zone safety, and environmental compliance. Duties include but are not limited to assisting in the programmatic monitoring and development of VDOT’s construction program; acting as a resource for contract interpretation, claims avoidance and analysis; analyzing, updating, and developing guidance documents and policies; developing constructability guidance; coordinating with Districts and other Central Office Division; performing analysis and the developing reports; and preparing and presenting to senior internal and external stakeholders. The successful candidate will complete on-site project reviews and support other initiatives and functional areas of the Construction Division.


Minimum Qualifications

  • Professional Engineering license required.
  • Progressive experience in construction management on transportation projects; construction contract development and administration; monitoring cost, schedule, and quality on construction projects; leading technical professionals to deliver performance-based results; performing qualitative and quantitative analysis.
  • Demonstrated ability to: read and interpret highway construction plans, specifications, contracts, standards, and policies; communicate information effectively orally and in writing with diverse audiences; deliver presentations and conduct meetings, and to manage staff, direct the work of others, and effectively work in a team environment.
  • Skilled in organized document management and the use of computers and software applications to include analysis tools for construction schedules and project budgets.
  • Demonstrated knowledge of VDOT Specifications and Construction practices.

Preferred Qualifications:

  • Certified Construction Manager
  • Demonstrated working knowledge of VDOT’s Construction Management Software
  • Bachelor of Science in Engineering, Construction Management or a related field; equivalent experience or training may substitute for degree

Positions physically working within Central Office locations may be designated upon request with coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided with an emergency operations assignment.
