Program Description:

PHS has been a Title X Grantee for New York City for nearly 40 years, administering grants for multiple sub-recipients at 11 service sites, including the PHS SRH Centers described below. PHS further leverages its expertise to extend the reach of family planning services beyond Title X through its groundbreaking capacity-building model to improve SRH services for those who receive primary health care from non-Title X funded federally qualified health centers (FQHCs).

Our two Article 28 licensed Sexual and Reproductive Health Centers (SRH Centers) are in Fort Greene (295 Flatbush Ave Extension, 11201) and Brownsville (1873 Eastern Parkway, 11233) Brooklyn, NY. The SRH Centers have been a trusted resource in their communities for over 55 years and provide critical care to some of the borough’s most marginalized residents.

The SRH Centers’ services include access to the full range of FDA-approved contraceptive methods as well as patient-centered contraceptive counseling; prenatal care, medication abortion, pregnancy testing and non-directive options counseling; patient-centered reproductive life planning and education; basic infertility services; sexually transmitted infection (STI) education, screening and treatment; HIV education, testing, counseling and referral for treatment; PrEP and PEP, including the NYS PrEP assistance program; behavioral health screening, cognitive behavioral therapy; and related preventive services, such as HPV and influenza vaccinations, cervical cancer screening and referrals for primary and specialty care.

Through a combination of federal Title X and New York State Family Planning Program funding, and billable activity, these centers provide high quality care that is patient-centered, trauma-informed and focused on reproductive justice.

Position Summary :

The SRH Senior Program Manager is a temporary position with duties for the Title X program (0.60 FTE) and SRH Center Operations (0.40 FTE). For the Title X project, the SRH Senior Program Manager is primarily responsible for management and execution of activities related to the Title X Family Planning grant as well as monitoring the performance and compliance of the sub-contractors. The Senior Program Manager will report to the Deputy Director, SRH/Title X Project Director and coordinate with the SRH Program Manager, Training Manager, and Training Coordinator. Together, and under the supervision of the Director, Title X Program, the two Sr. Program Managers will manage and execute all activities related to the high-quality implementation, oversight and maintenance of the Title X Family Planning grant.

For the SRH Centers, the SRH Senior Program Manager will focus efforts on two clinical initiatives – medication abortion services and telehealth. For our medication abortion initiative, the SRH Senior Program Manager will provide clinical operations support, such as ensuring the purchase of necessary equipment and medical supplies, the review and update of medication abortion protocols and developing and implementing a quality assurance structure to ensure high quality and coordinated care. For our telehealth initiative, the SRH Senior Program Manager will provide the program and operations support necessary to ensure that all activities outlined in our quality improvement workplan are being completed in a comprehensive and timely manner.

Job Duties and Responsibilities:

Title X Program Related Duties (1-8) :

1. Manage, in coordination with Title X Project Director and Sr. Program Manager, Title X project oversight, including project deliverables, reporting, quality and Title X compliance. Communicate and coordinate with the other Title X Program Manager and other members of PHS’s Title X program management team to assure smooth and effective operations and interactions with PHS sub-recipients.

2. Primary responsibility for managing PHS’s Title X performance management and continuous quality improvement activities. Plan and execute project activities and timeline with support from the consultant QI advisor. Coordinate Title X PHS staff team’s periodic review of sub-recipient data and progress on QI initiatives, make suggestions about next steps, and subsequently coordinate recommendations of the Title X team for implementation. Plan and facilitate quarterly sub-recipient learning sessions. Act as primary point of contact for Title X sub-recipients regarding program performance and quality management.

3. Maintain awareness of current Title X requirements, SRH best practices and major changes in recommended standards of care, contraception, and other aspects of SRH, Medicaid, NYS State of Health insurance exchange as these items pertain to Title X program implementation.

4. Manage development and submission processes, and contribute content to, PHS’s Title X reports to the funder (US DHHS OPA, OGM). Reports include semi-annual progress reports, and other reports as requested by OPA.

5. In coordination with the Title X Program Team, plan and co-facilitate recurring and periodic Title X sub-recipient meetings (i.e. Medical Advisory Committee, Health Educator Meetings and Administrative Meeting). Arrange logistics, develop agenda, content and facilitate in coordination with other program manager and Title X program management team members.

6. Manage all aspects of sub-recipient progress reporting including PHS Title X quality measures, program deliverables, and FPAR. Includes developing and issuing reporting guidelines, collecting responses, compiling sub-recipient data and following up as necessary and identifying areas of need for improvement or TA.

7. Coordinate PHS Title X program preparation and response to periodic (every 3 years) comprehensive program review by Federal OPA. Act as primary point of contact to coordinate both pre-visit preparation with additional PHS staff, sub-recipients and OPA.

8. Manage, in coordination with the Title X Program team, the development and release of Request for Proposals for Year 3 of the Title X program, including issuing reporting guidelines, collecting submissions, and communication with applicants.

SRH Center Operations/Special Projects Management (9-18) :

Medication Abortion:

9. Monitors current workplan to ensure timely completion of grant deliverables.

10. In collaboration with team, reviews clinical policies and procedures and updates policies to ensure efficient operations and patient-centered practice.

11. Monitors and orders medical and program supplies, including medical equipment.

12. Identifies training opportunities and resources for clinical team to support optimal care.

13. Supports membership activities with National Abortion Federation, New York Abortion Access Fund, and other practical support groups to ensure these organizations can refer patients to PHS.

14. Monitors abortion referrals to PHS through the DOHMH Abortion Access Hub to ensure timely response.

Telehealth:

15. Monitors quality improvement workplan to ensure timely completion of activities and meets with clinical QI team on an on-going basis to obtain their input and support their engagement in the process.

16. In collaboration with team, reviews clinical policies and procedures and updates policies to ensure efficient telehealth operations and patient-centered practice.

17. In collaboration with QI team, leads QI activities to ensure PHS SRH Centers providing Sexual and Reproductive Telehealth (SRT) as per best practices.

Qualifications and Skills:

· Bachelor's degree from four-year college or equivalent. Master’s degree preferred.

· 5-7 years of experience.

· Salary: $75,000.00-$75,000.00
