Job description

Provide civil and structural engineering expertise to support operations, maintenance, and capital improvements on NYPA transmission facilities. Major practice areas include: Structural analysis and design, transmission engineering, geotechnical engineering, and general civil engineering. Specific skill requirements are consistent at all locations with minor exceptions based on varying transmission structure types, voltage class, geography, etc. May be asked to assume the role of Transmission Supervisor as necessary, as well as assist/fill in for the Transmission Engineer at other sites in their absence. May also be asked to fill in for the General Manager – Transmission in his absence. Understand, communicate, execute tasks (e.g. provide input, review, coordinate, etc.), and/or implement specific elements of the New York Power Authority’s (NYPA’s) NERC Reliability Standards Compliance program as defined in Business Unit Policies and Procedures established to support Corporate Policies CP 10-4 and CP 2-9.

Responsibilities

  • Independently evaluates, selects and adapts standard techniques, procedures and criteria.
  • Prepares complete project documents.
  • Interfaces with other disciplines and support groups to solidify project goals and achieve technically integrated deliverables.
  • Participates in multidisciplinary engineering projects of moderate to high complexity. Leads multidisciplinary engineering teams to complete basic projects. Assist the other Transmission Engineers with team projects.
  • Receives guidance when necessary on unconventional or complex problems.
  • Prepares scopes, budgets, and schedules for assignments.
  • Interfaces with internal & external clients and stakeholders.
  • Assists with preparing scopes of work and requests for proposals for outside consultants.
  • Reviews work of outside consultants and other in-house engineers.
  • Inspects, plans, analyzes, designs, and prepares detailed construction drawings and specifications.
  • Prepares technical reports.
  • Provides engineering support during construction.
  • Evaluate and recommend implementation of technology advancements with a goal of reducing maintenance costs and improving worker productivity.
  • Prepare contract specifications and provide contract administration for transmission line or right of way work.

Knowledge, Skills and Abilities

  • Good oral and written communication skills
  • Ability to interact effectively with colleagues, internal clients, contractors, vendors, etc.
  • Demonstrated ability to view tasks logically; break them down into essential requirements, and generate a solution applying accepted standards and considering costs and time constraints.
  • Familiarity with current building codes, standards, regulations, and construction methods.
  • Demonstrated ability to be an effective individual contributor on multi-discipline team projects.
  • Ability to take a leadership role on basic projects.
  • Solid understanding of related disciplines, divisions, and/or departments and their interaction with the incumbent’s assignments.
  • Demonstrated ability to produce finished reports and specifications that are clear and concise.
  • Ability to prioritize and schedule multiple simultaneous projects.
  • Experience with drawing conclusions from data analyses and providing recommendations on courses of action.
  • Must be able to utilize PLS-CADD software.
  • Must have developed a working knowledge of transmission line design and construction, material specification and application, right-of-way maintenance, line maintenance procedures and maintenance of wood and steel transmission lines 115kV – 765kV.

Education, Experience and Certifications

  • Bachelor’s degree in Civil Engineering.
  • Master’s degree preferred.
  • Qualifications to sit for Part I and/or Part II of the PE exam preferred.
  • Minimum 5 years of experience in civil/structural engineering and design, preferably in utility/transmission industry.

Physical Requirements

  • Approximately 50% travel primarily within NY State.
  • Ability to walk and drive on uneven and rough terrain for prolonged periods of time on a regular basis.
  • Ability to work outdoors in varying degrees of weather, on various terrain, in various settings (i.e. wooded areas, etc.).
